About the Department

This position involves responsible staff work assisting the Assistant Personnel Director in performing a variety of personnel duties. The incumbent works under the general direction of the Assistant Personnel Director, providing support in areas such as advertising, recruitment, testing, selection, research, records management, statistical analysis, classification audits, salary and benefits surveys, position control, and Affirmative Action programs. The incumbent also performs professional and technical personnel duties within the City's personnel program and carries out related work as required.

Position Duties

  • Assists in planning and preparing personnel and civil service activities by conducting studies and providing recommendations.
  • Assists in the administration of position classification, pay plans, and fringe benefits data.
  • Conducts and responds to wage and salary surveys.
  • Tracks position vacancies and ensures positions are budgeted prior to filling.
  • Studies and analyzes job requirements.
  • Prepares and revises job specifications.
  • Ensures proper hiring procedures are followed in accordance with the City’s Civil Service Rules and other governing documents.
  • Prepares and supervises the distribution of examination announcements.
  • Writes employment and recruitment advertisements.
  • Reviews applications for employment to ensure adherence to minimum training and experience qualifications.
  • Prepares examinations for specific job classifications based on outlines approved by the Assistant Personnel Director.
  • Coordinates, facilitates, and scores employment exams and interviews, and prepares employment eligibility lists.
  • Makes recommendations for hiring.
  • Responds to inquiries and correspondence regarding recruitment, selection, and related matters.
  • Attends recruitment fairs.
  • Processes pre-employment applicant backgrounds, medical exams, employment verification, and reference checks.
  • Ensures all pre-employment forms are completed.
  • Processes evaluations and special assignments for the City and the Police Department.
  • Routes Personnel Action Forms and maintains a tracking log.
  • Prepares vacancy reports and updates recruitment tracking logs for the Assistant Personnel Director as needed.
  • Enters new hires, promotions, and processes terminations in Eden.
  • Serves as the official clerk for Personnel Board Meetings, including preparation of agendas, minutes, and all required documentation.
  • May be required to work nights and/or weekends.
  • All Other Duties as Requested: Undertakes additional tasks and responsibilities as directed by supervisors or management to support the smooth operation of the office.

Minimum Qualifications

Bachelor's degree in Public Administration, Business Administration, Human Resources Management, or a related field, plus one to two years of experience in related personnel work.

Associate’s degree or 60 college credit hours in Public Administration, Business Administration, Human Resources Management or a related field, plus three to four years of experience in personnel related work.


ADDITIONAL REQUIREMENTS:

Possession of a valid Florida driver's license.

Other Qualifications

•Good knowledge of personnel administration, including some knowledge of accepted methods and practices of recruitment, selection, testing, training, and benefits programs;

•Knowledge of research techniques and the sources available of current information;

•Ability to analyze personnel administration problems and to recommend appropriate courses of action;

•Ability to understand and follow complex oral and written instructions;

•Ability to work with confidential data and maintain such confidentiality;

•Ability to deal with sensitive issues;

•Ability to learn and stay current on trends and practices in human resources, as required by assignment;

•Ability to interpret and explain personnel policies, administrative regulations, Civil Service Rules, federal and state laws;

•Ability to design and install procedures and forms;

•Ability to make proper decisions independently in the absence of the Personnel Director and/or Assistant Personnel Director;

•Ability to express oneself clearly and concisely, orally and in writing;

•Ability to operate a computer; ability to drive a car;

•Thorough knowledge of office terminology, procedures, equipment, business arithmetic, and English.
