General Summary

The Utility Superintendent is responsible for overseeing all aspects of underground utility installation. Including water, sewer, storm drain, and related systems, on Sunrock’s heavy civil projects. This position ensures work is completed safely, efficiently, on budget, and in compliance with project specifications and regulatory requirements.

Essential Duties and Responsibilities

SAFETY

  1. Complies with all safety policies, practices, and procedures.  Reports all unsafe activities to supervisor and/or the Manager Safety and Health.
  2. Participates in proactive team efforts to achieve departmental and company goals.
  3. Performs other duties as assigned.
  4. Provides leadership to others through example and sharing of knowledge/skill.

PROJECT PLANNING & COORDINATION

  1. Review project drawings, specifications, and schedules.             
  2. Plan manpower, equipment, and material needs for daily and weekly operations.
  3. Coordinate utility work with grading, paving, and subcontractor operations.

FIELD SUPERVISION & LEADERSHIP

  1. Direct and supervise utility crews in the installation of utilities such as water, sewer, storm, and related systems.
  2. Provide training, guidance, and mentorship to foremen, operators, and laborers.
  3. Foster teamwork and resolve field conflicts.

QUALITY CONTROL & COMPLIANCE

  1. Ensure utility installations meet plans, codes, and company standards.
  2. Oversee testing, inspections, and as-built documentation.
  3. Maintain accuracy and prevent rework.

SAFETY MANAGEMENT

  1. Enforce OSHA regulations and company safety procedures.
  2. Monitor trench safety, confined space operations, and daily toolbox talks.
  3. Stop unsafe work immediately and correct hazards.

RESOURCE MANAGEMENT

  1. Manage manpower, equipment, and material resources to maximize productivity.
  2. Track material usage.
  3. Ensure efficient use of company resources.

COMMUNICATION & DOCUMENTATION

  1. Serve as the primary point of contact for utility operations in the field.
  2. Communicate effectively with the Construction manager, General Superintendent, project managers, engineers, inspectors, and utility companies.

PROBLEM SOLVING & COST CONTROL

  1. Identify and resolve conflicts with existing utilities or unforeseen site conditions.
  2. Support change order documentation and assist with RFIs.
  3. Monitor productivity to maintain budget and schedule goals.

EDUCATION AND EXPERIENCE

  • 5+ years of experience in utility construction supervision within heavy civil projects.
  • Strong knowledge of underground utility installation, trenching, and compaction methods.
  • Proven leadership and communication skills.
  • Ability to read and interpret civil drawings and specifications.

Certificates, Licenses, Registrations
 1.  A current North Carolina driver’s license

2.  OSHA 30 or equivalent safety training preferred
