About the Position:
The Customer Service Representative – Office of the City Clerk assignment provides direct support to the public and City staff by delivering professional, courteous, and accurate customer service. This role is responsible for assisting residents with passport applications, processing official City documents, notarizing records, and responding to general inquiries in person, by phone, and by email.
As a representative of the City Clerk’s Office, you will play an important role in ensuring residents receive timely and reliable service while maintaining confidentiality and accuracy in all records and transactions. This temporary position offers a unique opportunity to contribute to the daily operations of local government and gain valuable experience in a public service environment.
San Bernardino Temporary Staffing Assignments:SBTS employees are hired for departments requesting and anticipating temporary assistance. SBTS employees are temporary, at-will employees and their assignments can be terminated at any time, with or without cause. SBTS employment can be at a full-time or part-time basis, and cannot exceed a term of six (6) months. Employees are expected to complete the duration of the assignment. SBTS employees may be required to drive on City business and must meet all vehicle and safety requirements before authorization is given to operate a City or personal vehicle while on City business. SBTS employees must submit and complete all required documents and have a valid driver’s license. Assignments requiring a commercial license will have to adhere to the Department of Transportation (DOT) and Federal Motor Carrier Safety Administration (FMCSA) requirements.

As a Customer Service Representative – Office of the City Clerk, your day may include:
Greeting and assisting residents with passport applications and inquiries.
Reviewing documents for accuracy and completeness.
Processing official City documents and notarizing records as required.
Answering phones and responding to emails with professionalism and clarity.
Providing information about City Clerk services, policies, and procedures.
Logging and routing claims, applications, or public records requests.
Supporting office operations such as mail handling, scheduling, and recordkeeping.

Minimum Qualifications
Education, Training and Experience:
High School Diploma or G.E.D.; and two (2) years of progressively responsible customer service experience; or an equivalent combination of education, training and experience.
Licenses; Certificates; Special Requirements:
A valid State driver's license is required; certain assignments require the ability to obtain certification as a Registered Passport Agent and a notary license.
Desirable:
Experience working in a public sector agency, government office, or City Clerk’s Office is highly desirable. Familiarity with municipal processes such as passport services, public records requests, claims processing, or notarization procedures is a plus.
Knowledge of:
Principles and practices of effective customer service and customer-oriented telephone etiquette.
Principles and practices of sound business communication; correct English usage, spelling, grammar and punctuation.
Business math.
Modern office practices and procedures, including filing and recordkeeping systems.
Uses and operations of a computer and standard business software including word processing, spreadsheet and database applications.
For employees assigned to the Community Development Department: City code sections and their general provisions to provide information and respond to questions regarding a variety of code requirements violations.
Ability to:
Operate a computer and other standard office equipment.
Handle tactfully and effectively sensitive customer relations situations and calmly defuse situations that are emotional and volatile.
Understand, interpret, explain and apply department policies and procedures applicable to the job assignment.
Reach sound decisions in accordance with rules and policies.
Understand and carry out written and oral instructions.
Communicate clearly and effectively orally and in writing.
Prepare clear, accurate and concise computer entries, records and basic correspondence.
Maintain sensitive and confidential information.
Use tact, discretion, patience and understanding in dealing with customers and the public.
Establish and maintain highly effective working relationships with City staff, customers, the public and others encountered in the course of work.
Perform basic research, including research of property records.
Prepare accurate and concise records and reports using statistical data.
