About the Department

As the Public Works Department’s Engineering Manager, you will be at the helm of a team of outstanding engineering, construction, and facilities management professionals, guiding them to solve complex challenges, implement novel solutions, and contribute directly to ongoing transformation and development taking place within the City. As a key member of the Public Works Department leadership team, you will collaborate across departments and with outside entities, inspire innovation, and ensure that the City’s development and construction processes, standards, and criteria are up to date and effective.  The Engineering Manager is an FLSA-exempt professional engineering position working under the general supervision of the Director of Public Works.  The Engineering Manager is responsible for the efficient and effective employment of all resources entrusted to the Engineering Division and performs direct and indirect supervision of staff; review of all subdivisions and land use applications in order to assure compliance with the City’s Ordinances and construction standards; design and construction of public improvement projects initiated by the City; preparation of specifications and standards; evaluation of bids and proposals; drafting ordinances and resolutions for presentation to City Council; and the collection, filing, storage and maintenance of maps, plats, improvement drawings, and other documents pertaining to public improvements.

Position Duties

ESSENTIAL FUNCTIONS:

  • Supervises the Public Works Engineering Division staff and makes and coordinates work assignments to ensure timely and quality performance of Engineering Division functions and responsibilities
  • Actively coordinates work activities with stakeholders external to the Engineering Division including other City employees and departments, outside agencies, contractors, and the public
  • Responsible for the development and ongoing maintenance of adopted standards, construction details, criteria, and processes related to public improvement projects
  • Oversees engineering design of buildings and site improvements, structures, bridges, streets, pavements, and sewer systems including storm drainage and sanitary sewer facilities
  • Oversees the preparation and ongoing maintenance of the City corporate map
  • Oversees the Public Works Department’s real property asset management program in close coordination with the City’s Finance Department and other interested stakeholders
  • Solicits and evaluates proposals for contracted engineering and construction work
  • Evaluates and determines suitability of construction materials proposed for use in public improvement projects
  • Evaluates and determines acceptability of proposed change orders in relation to construction contracts
  • Formulates cost estimates for public improvements
  • Reviews designs of outside consultants
  • Meets with engineers, architects, developers, contractors and utility companies to resolve design and/or construction disputes involving public works improvements
  • Meets with engineers, developers, contractors, utility companies, citizens, and community groups to discuss projects, ordinances and policies, and any proposed changes that may impact them
  • Coordinates closely with other City departments, public utilities and telecommunication companies in order to effect improvements
  • Attends weekly Subdivision Review Committee, Development Plan Review, Work Induction Board, Planning and Zoning Commission meetings, and other meetings as assigned, reviews and reports on subdivision and other land use applications
  • Assigns and directs the work of other employees. May review performance and coach as necessary.  
  • Serves as a supervising manager and offers recommendations (heavily relied upon) to the department head on hiring, promotions, and discipline

PHYSICAL REQUIREMENTS:
The physical standards an employee must meet in order to perform the essential job duties, with or without a reasonable accommodation include, but are not limited to:
  • Frequent lifting, carrying, pushing and/or pulling of up to twenty-five (25) pounds to move material and supplies; occasional lifting, pushing and/or pulling of up to forty-five (45) pounds with dollies and carts
  • Extended periods sitting to perform daily tasks, generally in an office environment
  • Occasional walking to retrieve information
  • Frequent standing, sometimes for extended periods
  • Occasional squatting, reaching above and below shoulder, twisting, bending, kneeling, climbing, and balancing to store documents, material, and supplies
  • Constant light/firm grasp, fine manipulation, and handling to safely use assigned equipment and perform daily duties 
  • Visual acuity (with or without corrective lenses) to read and interpret reports and other written documents and to safely operate a motor vehicle
  • Verbal communication and hearing to maintain communication in English with employees and citizens in person and by telephone

Minimum Qualifications

  • In-depth knowledge of modern theories and practices of Civil Engineering in the areas of buildings and site improvements, structures, bridges, streets, pavements, and storm drainage and sanitary sewer facilities
  • Thorough knowledge of ADA Regulations and standards
  • Skill and ability to effectively communicate both verbally and in writing with engineers, contractors, the public, and other division heads and employees
  • Ability to work under the stress of multiple demands and deadlines
  • Skill and ability to successfully negotiate with contractors
  • Supervisory knowledge, skill and ability to effectively manage an Engineering Division, and the ability to advise and manage subordinate supervisors in employee relations including prevention and processing of grievances
  • Ability to perform all job duties in a safe manner

Other Qualifications


In addition to the knowledge, skills and abilities listed above, this position requires the following:
  • A Bachelor's Degree or higher education from an accredited college or university in Civil, Mechanical, or Electrical Engineering; Civil, Mechanical, or Electrical Engineering Technology; or a related engineering or engineering technology field
  • Registration as a Professional Engineer in Colorado, or the demonstrated ability to obtain such registration within six (6) months of appointment to the position
  • Six (6) years of experience in professional design engineering, including design work in major engineering, construction, maintenance, and repair projects
  • At least one (1) year of experience supervising other professionals in the performance of their duties.
  • A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
    • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification 
    • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license

PREFERRED QUALIFICATIONS:
  • Municipal or related public sector engineering and/or construction management experience
  • Certification as an ADA Coordinator
  • Familiar with principles of Surveying, Cartography and Geographic Information Systems
  • Experience working collaboratively with Engineering consulting and design firms
  • Experience working collaboratively with contractor and community groups/stakeholders in project development and implementation
  • Experience in municipal planning and zoning
  • Registration as a Professional Engineer in Colorado
  • A Master’s Degree or higher education from an accredited college or university in Civil Engineering or Civil Engineering Technology
  • 10+ years of experience in professional design engineering, including design work in major engineering, construction, maintenance, and repair projects


SPECIAL CONDITIONS OF EMPLOYMENT: 
Work is primarily performed indoors with occasional field and off-site tours and inspections. Indoor work involves sitting for extended periods in an office environment with frequent exposure to distractions and interruptions. Outdoor fieldwork requires the ability to stand and walk on uneven terrain in various conditions. Work entails exposure to periods of high activity and stress under demanding conditions. The position requires a great deal of communication with city employees, the public, and outside agencies. 

All required licenses and certifications must be maintained throughout the term of employment.  Failure to obtain or maintain licenses and certifications may result in demotion or termination.  

Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information.  This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.
