About the Department

Do you want to play a key role in shaping the City of Milwaukie? We're looking for a detail-oriented and customer-focused Building Inspector/Plans Examiner II to join our Development Services team!


As a Building Inspector/Plans Examiner II, you will be at the heart of ensuring the safety and quality of our city's structures. You'll review building plans, conduct on-site inspections, and provide expert guidance to developers, contractors, and the public. This is a fantastic opportunity to utilize your technical expertise, contribute to our community's growth, and work in a collaborative environment.

Due to current division needs, this position will initially be about 75% plans examination and 25% building inspections. The proportion of duties is expected to shift as demands change.

The first review of applications will be the week of September 15, 2025. This posting may close as soon as that date, depending on the pool of applications received at that time.

Position Duties

What you'll do:

  • Review and inspect: Ensure compliance with building, grading, and zoning laws by reviewing plans and performing on-site inspections of commercial and residential projects.

  • Be a technical expert: Provide guidance and assistance to customers, city staff, and other stakeholders on building codes and technical issues.

  • Process permits: Coordinate the permitting process, accept applications, calculate fees, and issue permits.

  • Enforce codes and ordinances: Research and evaluate city codes, address complaints, and prepare notices regarding code conformance.

  • Collaborate and improve: Work with various teams to resolve issues, suggest process improvements, and contribute to a safe work environment.

Minimum Qualifications

What you'll bring:

  • Education and experience: A two-year college degree in a relevant field and three years of experience in inspection, plan review, or construction. Or any combination of education and experience totaling five years.

  • Certifications:

  • A valid driver's license and satisfactory driving history.

  • Oregon Inspector Certification (OIC) AND 

  • Any combination of two A-level certifications plus any combination of two Residential certifications listed below 

  • State of Oregon Certification as a Fire and Life Safety Plans Examiner (PEF) 

  • State of Oregon Certification as a Structural Inspector A-Level (SIA) 

  • State of Oregon Certification as a Mechanical Inspector A-Level (MIA) 

  • State of Oregon Certification as a Structural Plans Examiner A-Level (PEA) 

  • State of Oregon Certification as a Plumbing Specialty Code Inspector (PI) 

  • State of Oregon Certification as an Electrical Specialty Code Inspector (EI) 

  • Residential

  • Residential Plumbing Inspector (CAP) 

  • Residential Electrical Inspector (CAE) 

  • Residential Plans Examiner (CAX) 

  • Residential Structural Inspector (CAS) 

  •  Manufactured Structure Construction Inspector (OMDISC) 


  • Knowledge and skills: Strong knowledge of Oregon codes, building construction, and office software. Excellent communication, problem-solving, and time management skills.

Working Conditions:

This position involves a mix of indoor and outdoor work, including visits to active construction sites. You should be comfortable working in various weather conditions and potentially dirty/dusty environments.
