THE DEPARTMENT

The City of Visalia Parks and Recreation Department is staffed with 66 full-time employees and several hourly employees. The Department is comprised of the Parks and Urban Forestry, Trails, Recreation, Facilities Divisions and Animal Services.  

The Parks and Urban Forestry Division manages the City’s Urban Forestry and Valley Oak programs, oversees the maintenance of over 5,000 valley oaks, the maintenance of 292 acres of parks, 245 acres of landscape and lighting districts, 164 acres of open spaces, and 25 miles of community trails. The division is charged with providing safe, clean, attractive parks and facilities in adequate numbers distributed throughout the community.

The Recreation Division seeks to build a great community through people, parks, and programs.  Recreation offers high quality recreation programs to all age groups and interests focusing on family programs, non-competitive youth sports programs, health and wellness programming, senior nutrition and access to programs and activities for all ages and income levels.  The Division manages five community centers, manages contracts for five additional facilities and manages park reservations and athletic facilities owned and/or operated by the City.  

The Facilities Division is responsible for maintaining all City owned facilities using in-house and contract maintenance and provides daily custodial services for all City buildings.  In addition to facility maintenance, the division is responsible for programming and maintaining a Capital Budget for the replacement and upgrades of City facilities. 

Position Duties

POSITION

The Parks and Facilities Manager will oversee the activities of the Parks and Urban Forestry, Trails and Facilities Divisions. The incumbent will manage personnel engaged in the maintenance of parks, street trees, waterways and trails, landscape and lighting districts, City facilities and general recreation facilities.

Minimum Qualifications

IDEAL CANDIDATE

The ideal candidate will be a self-managing, professional, responsive, detail oriented and organized individual, with previous experience in the fields of park and/or facility maintenance.   They will have proven supervisory skills including the ability to provide guidance to staff and define work standards, goals and objectives.

They will possess strong analytical and management skills, and the ability to perform a variety of administrative functions including administering budgets, contract management, determining work priorities,  and assisting the project manager with  cost estimates for projects.  The candidate should enjoy meeting and working with citizens and community partners and be able to build and maintain a cooperative working environment with coworkers and the public.  

EXPERIENCE AND EDUCATION:

Any combination equivalent to experience and education that provides the required knowledge, skills, and abilities may be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
  • Graduation from an accredited college or university with major course work in parks management, landscape architecture, urban forestry, horticulture or a related field.
  • Five (5) years experience in urban forestry management, arboriculture, parks, landscaping maintenance and development, or facilities management, including two years in a supervisory capacity.
 SPECIAL REQUIREMENTS:
  • Possession of a valid California Driver's License by time of appointment.
  • Possession of or ability to obtain a State of California Qualified Applicators
     License within one year of appointment.
