The County is seeking a motivated and collaborative professional to manage the redevelopment initiatives for economic development.

 

The position is responsible for the management of an estimated $95 million redevelopment grant program related to real estate development to retain and attract targeted industries in County.  The position works closely with business development and may assist with reviews of land use change cases, ordinances, rules, and regulations, storm water and/or transportation projects and planning studies/reports relevant to economic development and redevelopment.   The incumbent reports to a division director and is highly independent.

 

This position Economic Development Manger position is located at: 13805 58th St. N, Suite 1-200 Clearwater, FL 33760.  Work Schedule: Hybrid Schedule, up to 2 days remote.

 

What Would You Do? 

 

Manage the Employment Sites Program (ESP), a Penny for Pinellas funded grant program to develop/redevelop office and industrial spaces. Generate new ESP projects, manage existing ESP projects to completion and monitor completed ESP projects for compliance.  Duties may include but are not limited to the following: 

 

  • Conduct outreach to recruit private and/or public sector capital projects that produce new office and/or industrial space or public infrastructure that meets the needs of modern target industry end users.

  • Review applications and proposals for completeness, eligibility, cost-benefit, regulatory compliance, and performs follow up activities with proposers as needed.

  • Engage third party consultants as needed for various technical needs regarding financial, legal or other real estate development analysis in order to made staff recommendation for project selection.

  • Conduct and/or interprets financial analyses of commercial development projects, and/or operating proformas.

  • Drat and negotiates contracts, agreements or other form of financial assistance for funding awards and monitors project implementation.

  • Monitor compliance with funding agreements.

  • Assist with planning and development of County-sponsored infrastructure and site-readiness projects.

  • Assist with redevelopment efforts of County owned properties.

  • Assist with review of land use change cases, ordinances, rules, and regulations, storm water and/or transportation projects and planning studies/reports relevant to economic development and redevelopment.

  • Conduct or engage consultants to conduct market research to understand current market fundamentals, values, rates, absorption, trends, and recent developments to align county programming with private sector investments.

  • Monitor and report on Development Projects, Real Estate Sites and Trends; and Transportation and Infrastructure projects.

  • Provide professional economic development and redevelopment technical support to stakeholders and services as an advocate for redevelopment effort related to targeted economic redevelopment.

  • Build and maintain development community relationships, reporting and/or presenting to groups, and serving on various committees as assigned.

  • Convene design worships with municipal and community stakeholders to coney countywide redevelopment efforts.

  • Perform duties as needed for presentation and reports to the Board of County Commissioners, County Administration and special projects/task force committee.

  • Document, track and generate reports regarding programmatic efforts and performance metrics.

  • Perform related work as required.

  • Possession and maintenance of a valid Florida Driver's License at the time of appointment.

  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

     

Highly Desirable

 

  • Understanding land uses and comprehensive development codes.

  • Knowledge of commercial real estate development.

 

Knowledge, Skills, and Abilities

 

  • Knowledge of the principles and practices of economic development and real estate development and ability to apply this knowledge in varied work situations.

  • Ability to plan, direct, supervise, coordinate, organize, and inspect specialized business development projects, programs, and activities.

  • Ability to answer inquiries concerning land development, redevelopment, permitting processes, real estate, and development financing.

  • Ability to analyze business and real estate trends as they affect the local economy and development scene.

  • Ability to work independently on complex and confidential tasks.

  • Ability to outreach to prospects and handle  prospect follow-up.

  • Ability to make minor decisions in accordance with County ordinances and practices.

  • Knowledge of and ability to use multiple computer applications and software.

  • Ability to effectively use the Microsoft (MS) Office Site (Word, Excel, PowerPoint, etc.).
