Duties

Serves as the expert senior advisor and assistant to the Director, Deputy Director and senior leaders on all aspects and management of a worldwide Information Technology (IT) systems in order to shape the organization, control its directions, serve the users and accomplish its mission. Designs, manages, and executes key Information Technology Program areas that support the commissary operational mission and transformation initiatives. Employs a customer-service focus, in order to oversee and direct the agency's acquisition and deployment of hardware equipment, telecommunications capabilities and software applications, all of which are required for successful performance of the DECA mission. Solely responsible to ensure information policy and business requirements are reflected in architectures and plans across DOD and DECA enterprise as a means to ensure information sharing, visibility, assurance and interoperability. Possesses solid understanding of data analysis, budgeting and business operations combined with an understanding of the opportunities and risks of integrating cutting edge technologies such as: Social Collaboration Platforms, Streaming Media, Information Flow and Cloud Based IT. This is a Cybersecurity position. Serves as the designated Authorizing Official (AO). As the AO, the incumbent is the senior Agency official with responsibility for operating and ensuring the information systems platform and ITS services and products under their authority operate securely. Serves as Designated Authorizing Official, responsible for formally assuming responsibility for operating the IT system at an acceptable level of risk. Oversees all matters relating to Information Technology security including cyber security telecommunications security, and physical and personnel security.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Expert knowledge and demonstrated leadership in managing a robust Information Technology (IT) program, providing overall strategic direction to programs in a Federal Agency or large corporation, including policy and planning, Cyber Security, systems analysis, applications software, operating systems, network services, systems administration, and customer support. TQ 2: Expert knowledge and experience in developing and implementing strategic information plans that include identifying innovative and leading edge solutions, implementing robust project planning, defining budgetary needs and securing funding, building and leading a tech savvy and leading edge workforce, achieving quality improvements and results, meeting audit requirements, and standardizing systems. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. DoD Joint Enterprise-Wide Experience Statement: In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate the ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. This information should be within the resume. Information Technology (IT) Management Series Basic Requirements: In addition, the 2210 series, requires that individuals must have IT-related experience demonstrating each of the four competencies listed below. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Department/Agency.
