STATEMENT OF PURPOSE

The Emergency Department Manager is a registered nurse who provides leadership, direction, and oversight for the delivery of patient care within the Emergency Department. In this role, the Manager champions the mission, vision, and health roots of Jamestown Regional Medical Center, ensuring safe, efficient, and high-quality emergency services. They foster a culture of collaboration, accountability, and continuous improvement while supporting the professional growth and engagement of the care team. By balancing clinical expertise with operational leadership, the Emergency Department Manager drives excellence in patient outcomes, staff satisfaction, and departmental performance.


JOB FUNCTIONS

  

Quality

  • Ensures the effective use of the nursing process in delivering patient care, considering Erikson’s developmental life stages to address the needs of patients across all age groups.
  • Maintains and assures high-quality care by developing and interpreting hospital and nursing policies, procedures, and standards; ensuring compliance with state board of nursing and nurse practice act requirements, as well as other regulatory bodies, including The Joint Commission. Continuously measures health outcomes against established standards and recommends or implements necessary adjustments to optimize patient care delivery.
  • Identifies, reports, and follows up on potential risk management, corporate compliance, HIPAA, and quality and safety issues in a timely manner, ensuring all findings are communicated to the VP of Clinical Services.
  • Oversees the functionality and readiness of medical and administrative equipment by verifying emergency equipment availability, adhering to manufacturer’s guidelines, troubleshooting malfunctions, coordinating repairs, maintaining inventory, and assessing new equipment and techniques for potential integration.
  • Facilitates clear communication of policy, procedure, and operational changes to staff, while actively gathering and incorporating feedback from team members to ensure alignment and understanding across the unit.
  • Leads performance improvement initiatives focused on ED throughput, door-to-provider times, left-without-being-seen rates, and length of stay, leveraging real-time data dashboards to drive decision-making and improve patient flow.
  • Ensures trauma and emergency readiness by coordinating drills, maintaining staff competencies in ACLS, PALS, TNCC, and other critical certifications, and collaborating with pre-hospital EMS partners to strengthen continuity of care.
  • Establishes and monitors evidence-based triage and acuity tools to prioritize patient needs and allocate resources effectively, reducing risk and enhancing safety.
  • Partners with physicians, advanced practice providers, and ancillary departments to support interdisciplinary collaboration, fostering a team-based approach to emergency care that enhances both patient outcomes and staff satisfaction.
  • Promotes a just culture by encouraging transparent reporting of errors and near misses, using findings to implement system-level improvements rather than punitive measures.

Service

  • Serves as a vital liaison among patients, families, physicians, EMS, and other members of the healthcare team, ensuring clear, compassionate communication and alignment in care delivery, even in high-stress, time-sensitive situations.
  • Fosters a collaborative environment where the multidisciplinary care team including physicians, advanced practice providers, nurses, technicians, EMS, lab, imaging, and ancillary services works cohesively toward shared objectives, enhancing both team performance and patient outcomes.
  • Provides strong leadership by actively engaging with staff and partners across the care continuum to ensure seamless transitions, including admission, transfer, or discharge, while maintaining a patient and family-centered approach.
  • Proactively identifies patient service needs by building personal connections with patients and families, utilizing rounding, survey results, and real-time feedback to improve the patient experience and reduce complaints.
  • Champions patient advocacy and service recovery practices, addressing concerns promptly and ensuring patients and families feel heard, respected, and supported.
  • Implements best practices for patient flow and throughput, such as rapid triage, bedside registration, and discharge efficiency, to minimize wait times and improve overall satisfaction.
  • Ensures effective communication in crisis situations, such as trauma activations, mass casualty incidents, or code events, providing calm and clear direction to staff, patients, and families.
  • Collaborates with community partners including EMS, law enforcement, and regional facilities—to strengthen continuity of care and community trust in emergency services.
  • Promotes cultural competence and sensitivity in all patient interactions, ensuring care is respectful, inclusive, and tailored to the diverse needs of the community. 

People

  • Oversees the recruitment, interviewing, and selection of staff, ensuring alignment with the hospital's peer interviewing process to identify candidates who demonstrate both clinical competence and the ability to thrive in a fast-paced, high-stress emergency environment.
  • Manages the planning and scheduling of department orientation programs, while actively participating in staff development initiatives that build resilience, enhance critical thinking, and strengthen emergency response skills.
  • Oversees the orientation process for Emergency Department physicians, ensuring they are well-prepared to deliver high-quality care and seamlessly integrate into the team.
  • Manages the coordination and development of the monthly physician call schedule, ensuring appropriate coverage and efficient operations within the department.
  • Provides personalized guidance to staff, supporting their personal and professional development through effective coaching, counseling, and mentoring, while promoting well-being and strategies to reduce burnout and compassion fatigue.
  • Evaluates staff performance against established standards, addressing gaps by implementing corrective actions in collaboration with the VP of Clinical Services and ensuring timely follow-up that balances accountability with support.
  • Effectively delegates tasks and responsibilities to team members, aligning assignments with individual abilities and competencies to promote efficiency, accountability, and confidence in emergency care delivery.
  • Actively engages in Quarterly Leadership Development training to enhance leadership skills and remain current with best practices in nursing, healthcare management, and emergency medicine.
  • Represents the department by serving on committees and participating in meetings as assigned or requested by the VP of Clinical Services, contributing to organizational goals and initiatives while advocating for the needs of ED staff and patients.
  • Promotes a culture of teamwork, collaboration, and mutual respect, ensuring open communication and a safe environment where every team member feels valued and empowered to speak up.
  • Establishes systems to recognize, reward, and celebrate staff contributions, reinforcing a culture of excellence, ownership, and pride in emergency services.
  • Partners with academic programs, EMS, and community agencies to support pipeline development and clinical training opportunities, strengthening the future emergency workforce.

Finance

  • Drives financial performance by preparing and managing the department's annual budget, scheduling expenditures, analyzing variances, and implementing corrective actions to ensure fiscal responsibility and alignment with organizational goals.
  • Oversees departmental staffing by creating and maintaining employee schedules, continuously evaluating staffing levels to meet operational needs.
  • Collaborates with the finance team and senior leadership to analyze productivity metrics such as overtime utilization, and agency staffing, implementing strategies to maximize efficiency while maintaining safe staffing ratios.
  • Monitors the use of supplies, pharmaceuticals, and equipment in the ED to ensure responsible resource utilization, implementing waste-reduction initiatives without compromising quality of care.
  • Partners with providers and clinical leaders to ensure appropriate documentation and coding practices, supporting accurate charge capture, reimbursement, and compliance with payer requirements.

Growth

  • Collaborates with the VP of Clinical Services to plan and implement programs that seamlessly integrate with the delivery of patient care within the Emergency Department, ensuring alignment with organizational strategy and community needs.
  • Actively contributes to the development of organizational and departmental goals, designing and executing processes to achieve desired outcomes effectively while anticipating future emergency care demands.
  • Leverages available resources and seeks guidance from appropriate experts to address and resolve clinical and management challenges, incorporating evidence-based practices and innovative solutions.
  • Provides support on special projects, ensuring successful completion in alignment with organizational priorities, including projects that enhance emergency preparedness, telehealth, and regional partnerships.
  • Undertakes additional responsibilities as assigned or requested, demonstrating flexibility and commitment to the team’s success.
  • Performs the duties and responsibilities of a staff RN, maintaining clinical expertise and delivering high-quality patient care as needed, ensuring credibility and presence as a working leader.
  • Champions staff education and professional advancement opportunities, supporting certification in CEN, CPEN, TNCC, ENPC, and other specialties to strengthen ED expertise and reputation.
  • Explores and implements growth opportunities for the Emergency Department, such as community outreach programs, EMS collaboration, and expanded service lines that enhance access to care and strengthen JRMC’s role as a regional healthcare leader. 
  • Actively monitors industry trends, emerging technologies, and regulatory changes to position the department for long-term sustainability, innovation, and continuous improvement.

Requirements

QUALIFICATION/REQUIREMENTS OF JOB POSITION (NURSING UNIT MANAGER

Preparation & Training

  1. Work requires a professional level of knowledge acquired by completing an accredited RN nursing education program. Candidate must hold RN licensure from the ND board of Nursing for the current year. 
  2. Preference Masters in Nursing or related field, Required Baccalaureate Degree in Nursing.
  3. ED position requires completion of ACLS courses and TNCC preferred.

Work Experience

  1. Minimum of three years of general nursing experience in hospital (health care field).
  2. This position requires BLS, ACLS, PALS. Must have or obtain TNCC within 6 months of hire.  
  3. Preference for previous supervisory or management experience.
  4. Minimum one year of staff experience in Emergency Medicine.
  5. Knowledge of Joint Commission Standards.
  6. Knowledge of administrative nursing practice.
  7. Time to reach competency on the job: 3 months to 6 months following orientation to the work area.

  1. Punctual and regular attendance is an essential responsibility of each employee at JRMC. Employee are expected to report to work as scheduled, on time and prepared to start working. Employees are also expected to remain at work for their entire work schedule.

  2. Supervision is provided to RN’s LPN’s, Nurse Co-op, Nurse Assistants, Unit Clerks and PCT’s.

  4. Visual acuity necessary for reading charts and working with medical devices; color perception necessary for interpreting testing procedures involving color comparisons.

Working Conditions

  1. OSHA job classification: This position is defined as a Category I in which the employee does have exposure to bloodborne pathogens. 
  2. Position requires exposure to patients with infectious disease and odor.  Must practice aseptic techniques and observe Standard Precautions.  
  3. Participates in and complies with Jamestown Regional Medical Center Safety Management program.  Position is subject to frequent interruptions.  Work may be beyond normal working hours.
  4. Work may be on weekends and holidays; beyond normal working hours and/or temporarily in other positions when necessary.
