This is an advanced position responsible for the procurement of goods or services for all of JEA. The Purchasing Agent Senior is responsible for the planning and facilitation of sourcing and supply chain strategies, procurement, risk management and logistics.  The Purchasing Agent Senior provides subject matter expertise, guidance and on the job training for commodity teams (purchasing agents and purchasing assistants), and business partners as needed, in purchasing materials and/or services at a competitive cost in a timely manner to support cost-effective and efficient JEA operations.  The Purchasing Agent Senior has the authority to approve contracts and purchase orders up to $100,000, ensuring all purchases are made in a legal, ethical, and professional manner and that supplier performance standards are established and maintained. 

This job requires advanced knowledge of company procurement practices and procedures, planning and forecasting, business law and regulations governing public procurement to perform a challenging range of complex, professional purchasing functions.  Job requires exercising judgment and discretion in interpreting policies, procedures, precedent, and trends while employing initiative and resourcefulness to determine appropriate responses to specific situations.  Resolves new and unusual problems and recommends responses to unique circumstances.  Work is evaluated periodically for technical soundness, appropriateness, conformity with policies, customer requirements and adherence to the JEA Purchasing Code and Operating Procedures.  Negotiates terms and conditions with JEA leadership and supplier organizations using established purchasing practices and procedures to achieve mutually acceptable solutions, and mitigate risks encountered in Supply Chain operations.

  • Plans, assigns, monitors, reviews, and leads the work of other commodity team members and business partners (e.g., provides subject matter expertise, technical guidance, assists with resolving complex issues, etc.).
  • Ensures that responses to internal and external customer inquiries, problems, and complaints are resolved in an appropriate and timely manner.
  • Monitors contract activity and forecasting methods to prepare solicitations for assigned areas of services and/or materials procurement. 
  • Directs business partners in locating required products and services, and determines sources of supply.
  • Applies the systematic process outlined in the Purchasing Code and Operating Procedures to reduce the total cost of purchased materials and/or services.
  • Reviews and recommends revisions to processes, procedures and policies to maintain and improve level of service, quality and purchasing technology.
  • Prepares bid specifications, evaluates supplier proposals for capability to perform and comply, and recommends award of contract to management. 
  • Conducts pre-bid, pre-proposal meetings for formal and informal bids and requests for proposal (RFPs), as well as vendor presentations, as required.
  • Reviews and processes Purchase Orders and defines the technical, qualitative and commercial requirements for inventory, non-inventory and services requisition requirements in accordance with Purchasing Code, Directives and Procedures.
    Ensures Florida Statues are followed for records retention, public records and procurement activities for solicitations and advertisement.
  • Manages complex, high spend contracts to ensure suppliers are meeting established service levels and initiates corrective action when necessary.
  • Establishes a contractor/vendor performance management process for all assigned commodities.
  • Evaluates the assigned commodities to develop strategic and tactical plans to support short; and long term cost savings and operational goals.
  • Resolves billing problems, protests, specification issues and disagreements with internal customers and suppliers.
  • Ensures that qualified supplier lists are updated and maintained.
  • Ensures that minority and small businesses are encouraged to participate in bids and contracts.
  • Ensures that the use of state and governmental contracts is encouraged when there is a price and value advantage over other procurement methods.
  • Develops and maintains purchasing and supply chain training procedures. (Used for training new hires and daily reference).
  • Provides internal training and assistance on purchasing programs, practices and procedures.
  • Increases knowledge of purchasing concepts, practices and procedures by studying catalogs, trade publications and purchasing manuals and participating in ongoing training programs.
  • Participates in process improvement activities.
  • Provides guidance to others in responding to compliance issues in contracts with corrective action, negotiation and face-to-face meetings.
  • Evaluates supplier compliance in terms of quality and delivery requirements for materials and services provided.
  • Develops an outreach, in-reach and compliance process to reach JSEB spend goals and to ensure the program's integrity.
  • Develops internal procedures on when to use JSEB Sheltered Markets and Participation Goals.
  • Process adjustments to physical inventory records.
  • Maintains records and prepares reports on inventory control activities.
  • Maintains appropriate stock levels.
  • Identifies and eliminates low demand and/or obsolete inventory items.
  • Develops, maintains and utilizes capital accounts for inventory purchases.
  • Performs other job-related work as assigned.
  • Proven experience in strategic sourcing
     

OPEN REQUIREMENTS:

Bachelor’s Degree in Business Administration, Supply Chain Management, Engineering, Purchasing, Inventory Management, or related discipline is required and a minimum of five (5) years related work experience in a supply chain management and/or inventory management role which must include three (3) years in contract management.

OR

High school diploma or GED and a minimum of nine (9) years combination of education, training, and work experience in supply chain management, and/or inventory management which must include a minimum of six (6) years in supply chain management and/or inventory management with three (3) years in contract management.

 

LICENSING/CERTIFICATION/REGISTRATION/TRAINING: 

·      A Certified Professional in Supply Management (CPSM) designation from the Institute of Supply Management (ISM) is preferred. If hired without a CPSM, it will be required to obtain within two (2) years of employment in this classification.  

·      Must satisfactorily complete all required JEA training, including internal department cross-training.

·      A valid driver’s license is required prior to employment and must be maintained during employment in this classification.

LICENSING/CERTIFICATION/REGISTRATION/TRAINING:  
- A Certified Professional in Supply Management (CPSM) designation from the Institute of Supply Management (ISM) is preferred. If hired without a CPSM, it will be required to obtain within two (2) years of employment in this class.   
-Must satisfactorily complete all required JEA training, including internal department cross-training.
 

* The salary range for this position is at minimum $75,316.80 to a midpoint of $98,415.20 annually.  Total compensation is commensurate with education, licenses, certifications, skills, and experience.
