Under the direction and supervision of the Lucas County Child Support Services Case Services Program Administrator/Manager or designee; provides supervision, leadership, and work direction of assigned team and/or area to ensure consistency, standardization, and the development of best practices. Responsible for interpretation and clarification of work procedures. Responsible for direct supervision of unit staff and performs other duties as required. 

Responsibilities

ESSENTIAL FUNCTIONS

  1. Works with Administration to establish unit performance standards, goals, and objectives.
  2. Assigns work and monitors for timely and accurate completion. 
  3. Works to ensure by means of internal reviews that work standards are being met.
  4. Strives to continuously improve the overall unit’s effectiveness and efficiency by managing daily unit operations/workflow.
  5. Interviews and recommends prospective employees to management.
  6. Updates manual as needed.
  7. Conducts regularly scheduled unit meetings for the purpose of, but not limited to, collecting input from staff, providing the timely flow of accurate and reliable information within the unit, and ensuring process improvements and changes are implemented.
  8. Serves as a resource to organizations, courts, and other Agency personnel on matters pertaining to Case Financial Processing.
  9. Provides court testimony as required. 
  10. Keeps track and monitors employee productivity and attendance to evaluate overall unit and staff performance.
  11. Maintains a good working relationship with staff and responds to grievances.
  12. Responds to participant complaints regarding concerns/issues.
  13. Complies with good management techniques and provides strong leadership for the unit.
  14. Compiles and prepares statistical/quality assurance reports as requested.
  15. Interacts with other Agency units to coordinate workflow and inform the Agency of problems, status, and other relevant information concerning this unit and how it relates to the Agency.
  16. Stays current with Ohio Child Support changes, pending legislation, Federal/State law changes, policy updates, etc., that impact assigned areas, and formulates procedures to comply and advise administration accordingly.
  17. Works with Case Services Program Administrator/Manager in establishing/promoting a culture that fosters commitment to the Agency mission.
  18. Demonstrates leadership behavior consistent with the mission and core values of the Agency.
  19. Represents the Agency on community program related committees as needed.
  20. Participates in workshops, conferences, or training sessions, as requested.
  21. Maintains working knowledge of agency policies, manual regulations, and community resources.
  22. Complies with the Collective Bargaining Agreement and all other relevant work rules, standards, and the rules of the Lucas County Board of Commissioners. 
  23. Attends and participates in all mandatory meetings, training sessions, or classes.
  24. Responsible for training and orientation of new staff and as needed.
  25. Performs other related duties as assigned.

Qualifications

  • Knowledge of Agency functions, responsibilities, and duties is preferred.
  • Bachelor’s degree (Business Administration, Finance, Public Administration preferred) from an accredited college or university, plus, a minimum of three (3) years of leadership experience, plus, five (5) years of Child Support or other human services agency experience 
  • Or 8 or more years agency experience, plus a minimum of 3 years of leadership experience may be considered in lieu of a degree.
