Team Leader, External Evaluation of the Special Account: Multi Donor Programme on Freedom of Expression and Safety of Journalists (MDP), United Nations Educational, Scientific and Cultural Organization (UNESCO)

Proposal Objective:
SI is pursuing a contract to conduct an evaluation of UNESCO’s Multi Donor Programme on Freedom of Expression and Safety of Journalists (MDP) over a period of eight months. The mixed-methods evaluation to assess the performance and results (activities, outputs, outcomes) of the programme, providing clear, forward-looking programmatic and structural recommendations on the MDP. This evaluation will also assess the ability of the MDP to synergize actions with other stakeholders and projects/programmes, supporting fund mobilization on the field level and at UNESCO Headquarters.
Position Description:
SI is seeking a part-time Team Lead to lead UNESCO’s MDP Evaluation. The TL will be responsible for leading the evaluation team, guiding activities, and ensuring the production and completion of all deliverables. The TL will guide the desk review, support the design of tools for data collection, provide oversight of data collection activities, lead selected qualitative interviews, support data analysis, coordinate technical inputs of team members, and lead the production of the inception report, draft reports, country case studies, and the final evaluation report.
This will be a part-time position based remotely for the duration of the contract, contingent upon contract award. The expected period of performance is November 3, 2025 – June 30, 2026.

Responsibilities:
- Lead the evaluation team according to the SOW approved by UNESCO and Social Impact
- Work closely with the Evaluation Team Members, delegate responsibilities for local data collection and analysis
- Lead the design and oversight of a desk review of literature and program documents and identify any gaps in existing data, as needed
- Lead the development of a detailed evaluation Inception Report, including the evaluation design and draft data collection instruments, coordinating technical inputs from the team.
- Lead remote qualitative interviews with selected key informants
- Provide oversight and leadership and ensure quality of data analysis.
- Lead the development and finalization of project deliverables, including: the inception report, desk review, and data collection tools; preliminary findings presentation and final evaluation presentations and workshops; draft and final reports; and learning and dissemination materials and events.
- Ensure quality work in all deliverables and implement quality assurance processes in coordination with UNESCO and Social Impact
- Work closely with Social Impact and communicate in a timely and effective manner with all evaluation team members.
Qualifications:
- Advanced university degree in the field of public administration, political sciences, accounting, international relations, excellent oral communication and report writing skills in English
- At least seven years of professional experience in policy and programme evaluation in the context of international development;
- Ability to provide at least 3 to 4 references of assignments completed in the field of media development, democratic transition, freedom of expression, and/or journalism at the international level;
- Extensive knowledge of and more than eight years of experience in applying qualitative and quantitative evaluation methods;
- Working evaluation experience with UN agencies
Desired Qualifications:
- Proven experience in gender analysis and in carrying out gender-responsive evaluations, as well as the undertaking of evaluations on the basis of a human rights-based approach;
