About the Department

Directs the administration of the real and personal property assessment functions within the City to ensure that all property is fairly and equally assessed among all taxpayers as required by law.  

Position Duties

ESSENTIAL FUNCTIONS:

  1. Supervises and manages the activities of the Assessing staff in accordance with union contracts, City policies and procedures, and the Standard Practice Guide. 
  2. Supervises and participates in determining true cash value of assessable real and personal property in conformity with state laws.  
  3. Resolves the most difficult or unusual assessment problems.  
  4. Develops and implements methods for the conversion of collected data into uniform property valuation to which standard assessment factors are applied.  
  5. Plans and directs the gathering of data for sales ratio studies to determine adjustments of assessment levels.  Converts data to specific area or specific property adjustments.     
  6. Keeps abreast of current and pending legislation pertaining to taxation and the potential affect on the City.
  7. Assists taxpayers, builders, bankers, realtors, and others regarding the most difficult assessment questions. 
  8. Interviews and screens candidates for employment making recommendations for selection. Trains employees, monitors progress, reviews performance and provides feedback for all staff and completes performance evaluations.   
  9. Defends assessments appealed to the Michigan Tax Tribunal by meeting with owner or agent in counsel conference, determining all facts previous to final hearing, and defending the assessment at a hearing before the tribunal.
  10. Coordinates and acts as liaison with County Equalization Department regarding computer assisted mass appraisal integration. 
  11. Represents the City at meetings including City Council and Board of Review. Makes presentations to community groups and individuals explaining assessment laws and practices.
  12. Maintains a program to reassess all property within the City on a periodic basis.
  13. Meets with representatives of the state, county and local governments to discuss matters of mutual concern and to improve assessment practices throughout the state.
  14. Performs a variety of office tasks. Answers phones, files and other office duties.

  11. Supervisory Skills - Ability to organize, direct and effectively supervise others.
  12. Technical Aptitude – Ability to comprehend complex technical topics and specialized information.

Other Qualifications

EDUCATION & EXPERIENCE:
Bachelor’s Degree in Public Administration, Business, Finance or related field or equivalent combination of education and experience.  Six or more years experience in assessment administration including two years of supervisory experience.
