Purpose of Job
Performs entry-level professional planning and zoning work to promote orderly, high-quality development and zoning compliance in the City of Springfield.
Essential Job Duties
- Evaluates site plans, plats, rezoning requests, sign permits, conditional use permits, and variance requests for compliance with the zoning ordinance, subdivision regulations, and related codes.
- Performs field inspections to verify compliance with zoning regulations, including setbacks, parking, signage, landscaping, and land use requirements. Documents findings through photographs, reports, and written correspondence.
- Investigates complaints, communicates corrective actions, and follows up to resolve zoning violations. Prepares written correspondence and, when necessary, initiates enforcement actions in accordance with City procedures.
- Responds to zoning and land use inquiries. Provides clear, concise explanations of applicable codes and ordinances in both verbal and written form.
- Prepares reports, maps, and presentations for the Planning Commission and Board of Zoning Appeals.
- Contributes to long-range planning efforts, annexation studies, updates to the comprehensive plan, and other departmental projects as assigned.
- Tracks inspections, enforcement actions, and permits to ensure accountability.
- Works with building codes inspectors and other staff to address zoning and land use issues, ensure consistent enforcement, and resolve complaints.
- Attends meetings and represents the City on planning and zoning matters.
- Assists with front desk operations as needed.
- Performs other related duties as assigned.
- Maintaining a working knowledge of all facets of Community Development Department operations and current federal and state land use law.
- Interpreting the municipal code, zoning ordinance, and subdivision regulations.
- Balancing planning duties with zoning inspection and compliance responsibilities.
- Coordinating with other City departments and developers/citizens to meet design criteria, submittal requirements, and deadlines.
- Developing and maintaining professional judgment in situations that require firmness, fairness, and diplomacy.
- Personal computer and/or tablet with applicable software; other standard office equipment including copier, printer, calculator, etc.
- Audiovisual equipment and associated software.
- An automobile or truck for site inspections.
- Knowledge of planning and zoning principles, practices, and procedures.
- Ability to read and interpret site plans, plats, zoning maps, and aerial photographs.
- Ability to communicate effectively, both orally and in writing.
- Ability to handle conflict with professionalism, firmness, and diplomacy.
- Ability to establish and maintain effective working relationships with staff, officials, and the general public.
- Ability to understand and follow oral and written instructions.
- Ability to make timely decisions consistent with codes and policies.
- Ability to use the required computer equipment, software, and audiovisual equipment.
- Employee will work both indoors and outdoors and will sit, stand, stoop, walk, and lift light objects (less than 25 pounds).
- Work is generally performed in an office setting; however, some outdoor work may be required.
Education and Experience: Bachelor’s degree in urban and/or regional planning or related field desired; 1-2 years of planning, zoning, or municipal government experience is desirable, but not required; or a combination of education and experience equivalent to the required knowledge and abilities.
Required Certifications/Licenses: Must possess a valid Class D driver license issued by the State of Tennessee. Must pass a physical examination based on essential job functions of the job given by the City’s designated physician. Jetzt bewerben
