Minimum Qualifications

The Napa County Library and all four locations are an integral part of the communities we serve. Our mission is to enrich people's lives with books and information, which they accomplish by providing a wide assortment of materials tailored to community interests; public access to technology such as computers, wireless internet access, and printing; innovative and dynamic programming for everyone including author events, reading programs, music workshops, DIY and craft workshops, STEM events, cooking, dancing, and so much more! Librarian I is the entry-level in the professional librarian series. Under general supervision, incumbents perform professional library duties in an assigned area of the library, which may include supervising the work of sub-professional library personnel. Incumbents are expected to attain the degree of proficiency necessary for advancement to the class of Librarian II.

Librarian II is the fully qualified journeyman level in the professional librarian series. Incumbents in this class perform difficult professional library work in a major division of the library. Incumbents may also supervise the work of professional, paraprofessional, and sub-professional library personnel.

Librarians must be willing to work evenings, weekends, various locations throughout the County, and holidays as required.


This recruitment is being conducted to establish an eligibility list for future full-time, part-time, limited term, and extra help Librarian I/II positions in American Canyon, Napa, or Yountville, for up to one year. Positions may be filled at the I or II level depending on qualifications.

Permanent Full-time positions are allocated, benefited positions working 40 hours per week.
Permanent Part-time positions are allocated, benefited positions working less than 40 hours per week.
Extra help assignments are non-benefited and may be used for on-call needs up to 29 hours per week (up to 1,000 hours per fiscal year). Extra help employees are not eligible for promotional opportunities open to regular part-time and full-time employees. 

Telework Availability - Teleworking is not permitted during the first six (6) months of employment and/or during the first six (6) months of a probationary period. Should teleworking be permitted by a hiring department after the 6-month requirement, the County supports a telework schedule that consists of a maximum of two (2) days per week.  

Scheduled salary increases and Winter Time Off (WTO):

  • 3.5% COLA increase effective 7/01/26
  • 32.0 hours of paid Winter Time Off (WTO)

POSITION REQUIREMENTS

Experience and Education:  Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

LIBRARIAN I ($42.09 - $50.06/hour)

Education:  Possession of a graduate degree in library science issued by a college or university accredited by the American Library Association.

LIBRARIAN II ($45.49 - $54.36/hour)

Experience: One year of experience in professional library work.

Education:  Possession of a graduate degree in library science issued by a college or university accredited by the American Library Association.

License or Certificate*:

*Any license, certification, or registration required for this position shall be maintained (i.e., active and in good standing) at all times during employment with Napa County.  For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
 
THE RECRUITMENT PROCESS

Applications screening and Supplemental Question Scoring  The week of September 22, 2025
Supplemental questions will be scored by subject matter experts. The most qualified applicants from the scoring of the supplemental questions will be invited for an Oral Panel Interview.
Oral Panel Interview  Tentatively scheduled for the week of October 6, 2025. The most qualified candidates from the interview process will be placed on the eligibility list and may be considered for current and future vacancies for this position for up to one year.

The Human Resources Department reserves the right to change the recruitment process at any time.

Other Qualifications

Public Service: Provide reference & reader’s advisory to parents, children, educators, and the general public; demonstrate the use of the library catalog and how to find and use materials and information sources; assist patrons with the use of computers (including public access computers, internet, and online resources), and monitoring library spaces for safety, orderliness, and upkeep.

Collection Development: Review, select, weed, and maintain materials in assigned areas of the collection; update and replace dated materials; enter orders in acquisitions program(s); monitor allocated funds.


Programming and outreach: Present programming on a regular basis throughout the year, assist with the coordination and maintaining of volunteering programs by recruiting, training, and overseeing volunteers; assist in outreach efforts to schools and local organizations, participate in public service and community events, prepare appropriate publicity for programming and create booklists and brochures as needed.


Other: Contribute to the overall operation of the library by serving on committees and assisting with projects.


Additional duties include: Locates books, periodicals, pamphlets, and other library materials for patrons; instructing patrons individually or in classes in the use of library resources; assisting patrons with digital resources; researching and answering a wide variety of difficult reference questions; making recommendations concerning the work of the assigned division; reads book reviews and recommends the purchase of new books and other library materials; reviews status and condition of books within designated areas of the collection and recommends discarding, mending or retention; may supervise subordinate personnel in the main library, branch libraries; inventories collections; acts as a person in charge as needed; writes book reviews and articles; prepares subject bibliographies and promotional materials; performs other related duties as required.
