About the Department

This position will direct, coordinate, and provide strategic planning for community safety design and implementation functions; directly supervise project coordination managers. A high-level position focused on the strategic direction and coordination of community safety evaluation and innovation is needed to ensure movement on new programming and work at a high-level with departments' leadership. The position is mainly responsible for the internal and day to day operations of the department, providing oversight of staff, projects, programs, and initiatives within the department. The Deputy Director, alongside the Director, develops and maintains strategic and key enterprise and external partnerships and relationships. In collaboration with the Director, the Deputy develops and manages the budget and overall strategy for the department.

Work Location 

This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Position Duties

  • Responsible for the operations of the department, participate in executive level decision making, developing, and maintaining organizational structure, agenda setting, strategic planning and budget development/oversight. 
  • Review department budgets and monitor expenditures, authorize budget modifications, and track capital expenditures.
  • Participate in executive level decisions and policy setting within the department.
  • Manage and maintain strong relationships with a broad set of stakeholders, including senior government officials and private and nonprofit sector leaders in the community
  • Communicate with and inform high-level City leaders (Mayor and executive leaders) on progress and decisions to be made. 
  • Consult with and convene internal and external experts to generate innovative solutions and assess their feasibility.
  • Identify opportunities for improvement through data collection and analytics, review and support department performance measure framework, human-centered design, and other relevant approaches.
  • Review major transactions and agreements impacting the department and make recommendations to the Director regarding departmental approval and recommendations to the City Council.
  • Participate in workforce planning for the Department.
  • Create, develop, and implement department programs and training to address specific areas of concern, and promote team building, employee engagement, and employee recognition.
  • Assume the role and responsibility of the Director in the absence or at the direction of the Director
  • Oversee internal operations of the department
  • Evaluate department policies, programs, and initiative
  • Provide support to supervisors and program managers for operational and personnel needs
  • Delegate staff and departmental resources as needed
  • Lead and oversee the preparation of reports, research efforts, planning documents and presentations to elected official, external stakeholder groups and the general public
  • Provide managerial supervision over department projects and initiatives.
  • Lead department policy setting.
  • Manage the Grants and Special Project Section, supervising and assisting staff in the production of grant applications.
  • Support and implement the priorities of the department and the Office of Community Safety.

Minimum Qualifications

Minimum Education 

Bachelor's degree in business administration, public safety, or related fields


Minimum Experience 

Five or more years of related experience

Equivalency

An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

  • Knowledge of quality improvement and business re-engineering principles, tools, and practices. 
  • Demonstrated knowledge of operations and organizational development. 
  • Ability to work with staff at all levels of the organization. 
  • Experience analyzing data and developing metrics. 
  • Fluency in English.
