Position Overview:
The SEIC Workforce Academy Director will lead the SEIC Recovery to Work Academy, a workforce development program designed to empower male clients in SEIC’s Substance Use Disorder (SUD) long term residential program at the Ron Barnes Center for Recovery. This role oversees the training of 76 residents annually in high demand fields such as Peer Support Specialists, Community Health Workers, Psychiatric Technicians, and Food/Warehouse Workers, alongside job readiness tracks (e.g., horticulture, HVAC, culinary) and cottage startup business initiatives. The Director will ensure integration with SEIC’s behavioral health and agricultural care model, fostering resilience, recovery, and economic mobility in Robeson County. Collaborating closely with Robeson Community College (RCC), the Director will manage program implementation, partnerships, compliance, and evaluation to achieve 80% certification completion, 75% job placement, and 90% program completion rates.
This position requires a dynamic leader passionate about SUD recovery, workforce development, and community impact, aligning with SEIC and Trillium MCO expectations for vocational rehabilitation.
Essential Duties and Responsibilities:
Program Leadership and Implementation: Oversee the 12 month phased program structure (Assessment & Foundations, Core Training & HandsOn Work, Transition & Startup), ensuring hybrid delivery at RCC and Hope Alive Farms. Manage ongoing enrollment of cohorts (minimum 8 participants) and integrate vocational activities with SUD treatment schedules.
Curriculum and Training Management: Coordinate behavioral health tracks (e.g., NCCPSS, NC CHW, AAPT certifications) and job readiness components (e.g., HRD, SERV Safe, OSHA 10, CDL). Adapt curricula for SUD clients, incorporating trauma informed practices, SUD specific modules (e.g., relapse prevention), and hands on experiences in warehouse, farming, highway cleanup, and maintenance.
Partnerships and Recruitment: Build and maintain collaborations with RCC (training delivery), NC Works (recruitment and placement), Southeastern Regional Medical Center, Robeson County Health Department, UNC Pembroke, Mountaire Farms, and Lumbee Tribe Vocational Rehabilitation. Lead recruitment efforts through onsite sessions, case manager referrals, and peer outreach, emphasizing cultural sensitivity and stigma reduction.
Wraparound Services and Support: Administer supportive services including transportation vouchers, childcare stipends, and vocational counseling. Ensure skills assessments (e.g., O*NET, ASI) inform individualized recovery plans, with quarterly reassessments.
Cottage Startup Oversight: Guide residents in developing 1015 annual cottage businesses (e.g., farm product sales) using RCC Small Business Center resources and SELC seed funding.
Budget and Resource Management: Manage expenses including equipment, personnel, and certification fees, etc. Track expenditures and assist with securing sustainability through state funding, tuition waivers, and employer sponsorships.
Compliance and Evaluation: Ensure adherence to NC Clinical Coverage Policies (e.g., 8A2, 8C), NCDOL standards (e.g., OSHA, apprenticeships), and Trillium MCO requirements for reimbursable services. Conduct evaluations using metrics like certification rates, job placement, and employer satisfaction; prepare reports for Trillium, and partners.
Staff Supervision: Hire and supervise vocational counselors and instructors; provide training in SAMHSA best practices for SUD integrated workforce programs.
Community Impact and Expansion: Monitor outcomes (e.g., $1.5M annual wages) and scale the program to additional sectors (e.g., manufacturing)
Qualifications:

Education, Credentials, Training and Experience:
- Education: MA ED, Social Work, Human Services, Workforce Development, or related field; PhD preferred.
- Experience: 5+ years in workforce development, adult education, or SUD recovery programs; proven track record in program management, grant administration, and partnerships with community colleges or health organizations. Experience with rural, underserved populations (e.g., Lumbee Tribe communities) and trauma informed care required.
- Certifications: Preferred: NCCPSS (Certified Peer Support Specialist), CHW certification, or equivalent; knowledge of OSHA, SERV Safe, and vocational assessment tools (e.g., O*NET, GATB).
- Skills: Strong leadership and project management abilities, with expertise in curriculum adaptation for SUD clients. Excellent communication, collaboration, and cultural competency skills for diverse stakeholders. Proficiency in evaluation tools, budgeting software, and compliance reporting. Ability to handle sensitive issues (e.g., relapse risk, cooccurring disorders) with empathy and discretion.
