POSITION DESCRIPTION
HGL manages a diverse portfolio of environmental investigation and remediation projects that roll up through client-focused programs. The individual hired for this position will serve in the role of Program Manager overseeing one of HGL’s primary programs. The Program Manager is responsible for leading the development, capture, award, and successful execution of projects within the program. In addition, the Program Manager will ensure health & safety and quality requirements are met while mentoring PMs to meet and exceed client expectations, managing risk, and meeting performance criteria. This is a part time as needed position.
Responsibilities/Duties
WHAT YOU'LL BE DOING
The person hired for this role will be responsible for:
- Strategic planning and business development including selling out existing contracts and securing follow-on or new contract opportunities.
- Ensuring projects within the program portfolio meet safety, quality, financial, and schedule targets.
- Providing leadership and direction to Project Managers and working with the HGL team to project hiring needs, assign PMs and project teams that have the training, experience and credentials for successful execution.
- Engaging in routine follow-up with clients on program performance.
- Actively engaging in risk management through identification and assessment of potential risks and challenges associated with the projects in the program portfolio. Developing risk mitigation strategies and contingency plans to minimize negative impacts.
- Driving continuous process improvement initiatives within the program and seeking a culture of innovation.
- Communicating effectively with clients, regulators, project team members, and company management.
- Managing projects or serving in Deputy PM role on large scale environmental investigation and remediation projects.
Required Skills
WHAT YOU NEED TO BE SUCCESSFUL
The ideal candidate will need the following as a foundation for success in this role:
- BA/BS in Engineering or equivalent degree.
- Minimum 15 years of experience executing and managing investigation and environmental construction/remediation projects under CERCLA and RCRA, including oversight of project teams, management of budget, schedule, safety, quality, technical performance, and customer satisfaction.
- PE certification.
- Prior program/client management experience with government clients, specifically, the US Army Huntsville Engineering and Support Center, CESAJ, CENAE, and CEPOA.
- Proven experience directing, managing, and leading project teams.
- Ability to lead, mentor, and hold PMs accountable to high performance.
- Demonstrated performance in financial management of FFP, and CR projects; and risk mitigation strategies.
- Excellent time management and organization skills, including the ability to handle multiple tasks, prioritize and keep organized to ensure timely and accurate work.
- Ability to build consensus among leadership, internal, and external stakeholders through effective interpersonal communication and relationship building skills.
- The successful candidate will show directly relevant experience that demonstrates a history of responsibility, initiative, motivation, and creative problem solving.
WHAT YOU NEED TO STAND OUT
- Experience working with Army, Air Force, Space Force, Navy, Marine Corps, and the Coast Guard.
- Experience with projects on active, reserve, national guard, closed installations, and Formerly Used Defense Sites.
- Experience with AFFF replacements, explosive contaminated building demolition; HTRW and Munitions Response projects.

The hourly rate for this position ranges from $65.67-$105.07 per hour. This position's final salary can be impacted by various factors including, but not limited to, contractual requirements, geographic location, job-related education, training, experience, and skills. If your desired salary falls outside of this range, we hope you'll still apply as there may be other positions that better align.
