Duties

Execute Department of Defense (DoD) and Service level sexual assault policy at the state level and serve as the principal advisor to state leadership advising on all SAPR-related matters and implementation of SAPR strategy.,Supervise all National Guard Sexual Assault Response Coordinators (SARCs) and (Sexual Assault Prevention and Response) SAPR Victim Advocates (VAs) within the state.,Manage staff training requirements by establishing individual development plans and providing, arranging, or overseeing necessary on-the-job or formal training.,Implement a transparent and fair performance evaluation process for SAPR personnel within their Area of Responsibility (AOR) to evaluate, authorize awards, counsel on performance or behavior, initiate corrective actions as needed, etc.,Ensure that staff are appropriately recruited, selected, appraised, and rewarded in consultation with unit Commander and Supervisory SAPR Program Specialist.,Assess, identify, and advocate for adequate staffing, budgetary resources, and technological tools to support the SAPR program.,Assess, identify, and advocate for adequate staffing, budgetary resources, and technological tools to support the SAPR program,Performs other duties as assigned.

Qualifications

This position is being filled under the Accelerated Hiring Authority in accordance with CNGBI 1400.25 Vol 213. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: 4-year degree behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences. To receive credit for Education, you must provide transcripts or documentation of proof that you meet the Education requirements for this position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field SPECIALIZED EXPERIENCE: 1 year specialized experience equivalent to at least the next lower grade level which at the GS-12 level includes: Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. Moreover, must have experience, education or training as the point of contact to coordinate response activities and manage both military and civilian Sexual Assault Prevention and Response (SAPR) Victim Advocates (VAs) in providing a non-clinical response to adult victims of sexual assault that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented within their Area of Responsibility (AOR). Experience, education, or training executing best practices correlated with victim advocacy, social service principles, and behavioral theories. Have practiced basic methods for skilled communication which includes building rapport and actively listening, to achieve essential victim advocacy and support functions for adult cases of sexual assault as outlined in the Department of Defense (DoD) and Service policy, which includes conducting risk screenings and non-clinical safety assessments, managing appropriate on-base and off-base resources, receiving official report of sexual assault, and preparing the reports to higher management. Extensive experience, education, or training managing SAPR cases and referrals which includes data entry of official reports of sexual assault and SAPR related inquires in to the appropriate database within applicable timeframes and complying with DoD and Service polices, legal requirements, and guidelines. Experience or knowledge in program evaluation and improvement actions by providing suggestions and feedback to the Supervisory Principal SARC and the SARC and Sexual Assault Prevention and Response Advisory Committee (SAPRAC) when applicable. Experience ensuring a organization's strategic plan, vision, mission, and values were communicated to SAPR VAs and unified with a team's strategies, goals, objectives, work plans, work products, and services. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
