THE DEPARTMENT
This position will be assigned to the City's Finance Department which is responsible for the City's fiscal operations including the planning, directing, monitoring, and improvement of the City's financial resources. The department operates under the supervision of the Finance Director and is made up of various divisions including Budget & Analysis, Capital Improvement, Audit, Accounting, Purchasing, Utility Billing (Call Center & Public Counter), Business Tax, Information Systems, and Affordable Housing.
Position Duties
THE POSITION
This Finance Manager position is responsible for overseeing the City’s accounting, budget, treasury, and financial reporting functions, including the supervision of professional and technical staff. The role ensures the City's financial integrity and supports long-term financial planning. Primary duties performed by the Finance Manager are the following:
- Ensures the accuracy of the general ledger and year-end financial statements through the preparation of analyses, audit support, and coordination of the Comprehensive Annual Financial Report (CAFR).
- Provides timely financial information and forecasts to City management and Council to support strategic decision-making.
- Oversees development and administration of the City’s annual operating budget and five-year capital improvement plan.
- Manages the City’s investment portfolio to ensure safety, liquidity, and optimal returns, and monitors daily cash flow to maintain adequate balances.
- Coordinates internal and external audits, including financial record review, audit work paper preparation, and compliance with grant requirements.
- Recommends funding strategies for major City projects, including negotiation of loans and long-term bonds with financial institutions.
- Supervises and evaluates assigned staff; ensures effective performance of purchasing, real estate, and redevelopment accounting functions.
- Oversees accounting operations such as accounts receivable, accounts payable, payroll, and activity-based costing analysis.
- Collaborates with departments to improve financial practices, reporting, and use of financial data.
- Leads special financial projects and performs related duties as assigned.
Minimum Qualifications
IDEAL CANDIDATE
The ideal candidate for this position will be a knowledgeable and experienced finance professional with a strong foundation in government accounting and municipal budgeting. They will possess excellent analytical skills and the ability to interpret and apply financial principles, laws, and regulations. Strong leadership and supervisory experience are essential, as is the ability to effectively manage staff, deadlines, and multiple priorities. The candidate should be detail-oriented, organized, and skilled in both short- and long-range financial planning. A background in treasury management, investments, purchasing, and grant compliance is highly desirable. Proficiency in financial software, spreadsheets, and modern office applications is important, along with the ability to clearly communicate complex financial information both verbally and in writing. The successful candidate will be a collaborative team member who can build positive relationships across departments and effectively support decision-making with accurate and timely financial data.
EXPERIENCE AND EDUCATION:Any combination equivalent to experience and education that could likely provide the required knowledge, skill and ability is qualifying. A typical way to obtain the knowledge, skill and abilities would be:
• Five years of increasingly responsible, professional-level experience (preferably in municipal finance) including supervisory experience.
• Graduation from an accredited college or university with a degree in accounting, finance, business administration or closely related field (Masters and/or CPA desirable).
