JEA is looking for a Technical Training Senior Specialist for our Commercial & Industrial Transformer-Rated Revenue Metering apprenticeship! The selected candidate will be responsible for delivering training for JEA's 4-year Meter Technician Apprenticeship. Specifically, this 8,000-hour multi-year apprenticeship program develops:
-Interpersonal skills
-AC/DC Network Analysis
-Digital Fundamentals, Solid State Devices
-Electrical/Electronic Control Systems
-Solid State Analog Circuit Analysis
-Microprocessor Fundamentals and
-Micro Computer Systems Troubleshooting
Responsible for developing, implementing, delivering and maintaining designated Water/Wastewater and Electric (generation, transmission and distribution) safety and technical training programs. Ensures compliance to safety regulations (i.e. OSHA, Federal, local, industry specific etc.) and programs, policies and guidelines through random unannounced field audits and inspections. Responsibly exercises independent judgement, professional knowledge and delegated authority to immediately cease/suspend work-in-progress by JEA employees, contractors, service providers etc.
- Leads incident and near miss investigations, performs root cause analysis using a systems approach and prepares reports per standardized format(s); develops and implements comprehensive corrective solutions and training to prevent incident recurrence.
- Conducts focus groups, collaborates with JEA civil service, appointed employees, leadership etc. to identify safety hazards, operational/ work process hazards, training shortcomings etc. Develops and implements corrective actions.
- Monitors safety, technical and regulatory training requirements, changes in federal, state and local regulations and reports these changes to business units.
- Serves as a technical subject matter expert (SME) and resource for evaluating and establishing company safety policies and procedures.
- Collaborates with internal operational and administrative partners to systematically review work areas, work sequences, processes etc. to continuously improve and enhance employee safety while maximizing utilization of financial and staffing resources
- Represents JEA at legal proceedings, regulatory/state agencies etc.
- Administers and applies JEA and Civil Service rules/procedures, provisions of collective bargaining agreements etc.
- Partners with Compliance, Safety etc. for investigation and resolution of employee safety issues.
- Collaborates with subject matter experts from across the organization in determining technical training organizational needs and developing training materials etc. Serves as Subject Matter Expert (SME) on oversight committees.¿
- Manages training programs by developing and creating needs assessments, curriculum development and delivery, course assessments, and skill evaluation methods.
- Provides leadership qualities to training committees to promote training program goals and ensure team members work together as a cohesive and productive unit.
- Leads process improvements that develop behavioral change and stimulate employees to create a culture of inclusion.
- Develops technical training modules, learning objectives and instructional strategies that meet business requirements.
- Develops and validates pre and post training assessments to determine training needs and evaluate skill transfer has been successfully accomplished.
- Conducts ongoing analysis to identify trends, variances and changes in technical and safety training courses, policy and procedures for adherence to technical and safety compliance.
- Collaborate with field crews to determine best practices both in Safety and technical training. Fosters environments receptive to change.
- Mentors new Technical Development Specialists and oversees journeymen, contractors, vendors etc. conducts training to ensure successful transfer of knowledge.
- Excellent verbal, interpersonal and written communication skills, facilitation, persuasion and teamwork skill; ability to achieve results by influencing others to action.
- Ability to understand and resolve external and internal customer issues, as well as handle conflict.
- Minimum: High school diploma required.
- Preferred: Associate of Applied Science or equivalent course work in one or more of the following areas:
- Adult Learning Theory
- Training and Human Resource Development
- Instructional System Design
Experience:
- Six (6) years journey level experience or equivalent leading field crews in technical utility operations. Journey level experience must be in the discipline being recruited: Commercial & Industrial Transformer-Rated Revenue Metering to include voltages greater than 600 volts (Primary Metering).
- Must demonstrate competency in installation, field/lab testing and programming for Transformer-Rated Revenue Metering.
- The selected candidate may be required to successfully complete specialized training or coursework.
- A valid driver's license is required prior to employment and must be maintained during employment in this classification; position may require a journeyman license, CDL, etc.
