Estimator- Project Manager
Estimator
Bids on petroleum projects, solicits subcontractor/supplier bids.
- Estimate projects; obtain approval of same.
- Work with Sales/PMs to ensure scope of work is complete so that an estimate can be prepared.
- Work with Sales and/or PM to obtain multiple bids from subcontractors as required.
- Qualify subcontractor bids as required.
- Use a bid/material list template that communicates with accounting software (Allowing ease of order entry, inventory and cutting purchase orders)
- Work with equipment/material suppliers, vendors and sales to make sure RWM is current with material pricing, regulations and products required to comply (construction and sales will determine which equipment and vendors will be used and the estimator will keep current on pricing).
- Accurate and complete take-off on labor including overtime or prevailing wage rates as needed.
- Accurate material/equipment take off and pricing.
- Efficient in reading and complying with specifications.
- Estimate based off WP spec or per plans and specifications.
- Work with purchasing to order major equipment.
- Attend preconstruction conference between sales, PM and Project Foreman/Superintendent as required.
- Open to all new means/methods for estimating projects.
- Ability to budget projects when deemed necessary by sales.
- Bid, material list, all back up information must be scanned into electronic job file.
- Work with Accounting to develop best practices to review job cost on a regular basis.
- Provide detailed and precise estimates.
- Participate in wrap up meeting with sales and PM to discuss the success of the project.
- Update material list after reviewed by sales and PM.
Project Manager
Management of daily details of the project from a budgetary standpoint, including estimating, buying out the project and change order management.
Move multiple projects to successful completion - on time, under budget.
- Estimate and establish budgets and contract price
- Negotiate cost-effective subcontract and material purchases
- Keep project on schedule
- Interface effectively with clients and vendors
- Maintain timely and accurate reporting to management
- Read, understand, and ensure that specifications of contracts are met as well as identify changed work conditions and skillfully negotiate change orders.
- Develop and maintain strong relations with subcontractors, architects, engineers, and manage their activities.
- Review and process submittals and drawings
- Assist with business development.
- Provide reports and schedules as requested and required to the Management Team.
- Coordinate and schedule service, construction, compliance, and parts department contract requirements.
- Will involve travel
Skills and Experience Requirements
Education and Experience: Bachelor’s degree in Construction Management or related field; 5-10 years of construction administrative and management experience with progressive responsibility; experience in our construction specialty or related field is advantageous.

- Thorough understanding of project management control systems: budget, safety, schedule, quality control, production
- Essential knowledge of contract law and project cost accounting
- Organizational and communication skills for effective collaboration and for building business relationships with colleagues, clients, and subcontractors, and vendors.
- Facility to learn and utilize new software platforms
- Proficient with Microsoft Project and Excel, as well as Estimating, Construction, and/or Scheduling software. ProCore, ProEst, and/or Jonas Construction experience a plus.
- Previous NAVFAC/USACE project experience preferred
