Job Summary:
The Chief Marshal manages the activities and operations of the Reno Municipal Court's Marshal Division and is responsible for all law enforcement officers and civilian staff assigned to the division. Under the direction of the Court Administrator, and in collaboration with the Judges, the Chief Marshal implements policies and procedures necessary to maintain a competent, respectful and humane culture that professionally, and with dignity, serves the public. 

Distinguishing Characteristics: The Chief Marshal oversees all employees, law enforcement and civilian, and all services and activities of the Marshal program, bearing the responsibility to ensure compliance to all policies and procedures. The incumbent has the authority and power to use discretion and prioritize tasks and assignments to meet the needs and objectives of the job. This role is differentiated from lower-level roles based on the level of responsibility and complexities of the designated tasks.

Position Duties

  • Directs and supervises all Marshal Division responsibilities including court security and staff safety, court-related law enforcement field operations in warrant services and probationer home contacts, court operations/alternate sentencing specialty court sentence compliance monitoring, and other support services within the Court.
  • Reviews and participates in the development and implementation of goals, objectives, and
  • priorities for assigned programs and ensures policies and procedures are prepared and updated as needed; monitors and evaluates the efficiency and effectiveness of service delivery methods in the Marshals Division, and recommends changes to the Court, if necessary.
  • Serves as the liaison for the Marshal Division with other Courts, City of Reno and Washoe County departments, and other outside agencies on issues involving the Court; assumes responsibility for all security-related emergencies in the courthouse.
  • oversees and assigns activities to staff and addresses scheduling conflicts; reviews reports, and other documents prepared by subordinates for accuracy and completeness.
  • Responds to email and phone calls regarding inquiries, concerns, and complaints; addresses and seeks resolution to complaints and issues of relevancy and/or concern.
  • Performs all the aspects and functions of a law enforcement officer when needed in order to keep up with Court processes or calls for service, including arrest, searches, transporting, drug
  • testing of defendants, etc.
  • Attends, participates, and presents in management meetings, Court operations meetings, jury meetings, and other outside agency law enforcement meetings; participates on a variety of interdepartmental committees; prepares and presents staff reports and other necessary correspondences.
  • Coordinates and works with the Court finance department and the Court administrator in Marshal Division funding needs for staffing, equipment, materials, and supplies; monitors and approves expenditures; researches and obtains price estimates; requests proposals or bids, when required.
  • Coordinates and oversees educational and charitable programs to foster engagement and community building between Marshals and the public.
  • Recruits, selects, and hires new personnel; oversees the training program for newly hired Marshal staff, and ensures that all law enforcement personnel meet Peace Officer Standards Training (POST) requirements and maintain certification.
  • Conducts periodic inspections of Marshal personnel and equipment; reviews and evaluates the work of staff, including annual audits of case files; performs periodic performance evaluations of all Marshal staff; meets with staff to identify and resolve problems or deficiencies and prepare remedial plans.
  • Collects, compiles, and maintains the Field and Court statistical reports for the Marshal Division; maintains accurate and complete records and files.
  • Performs other duties as required.

Minimum Qualifications

Education and Experience:
A bachelor's degree from an accredited college or university with major course work in criminal justice, police science, public administration, business administration, social sciences or a related field, or ability to complete a four-year degree within a reasonably short time frame is required. 

Graduation from an accredited law enforcement academy, and ten years of increased criminal justice experience, with a minimum of four years in a leadership position is also required. 

Required Licenses or Certifications:
Must possess a valid driver's license.
