About the Department

The purpose of this position is to implement and monitor the City’s stormwater management programs to ensure alignment with NPDES (National Pollutant Discharge Elimination System) Phase II and industrial permits and Nutrient Sensitive Waters (NSW) program requirements. This is accomplished by performing administrative and supervisory duties associated with violation investigation and enforcement, public education and outreach, stormwater control measure inspections, and required reporting to ensure compliance. 

FLSA Status: Non-Exempt

Full Salary Range: $72,571.20 - $112,486.40

This is a continuous recruitment and open until filled. Hybrid telework opportunities available depending on the operational needs of the Engineering Department.  

Position Duties

  • Supervises Engineering Assistant I – Stormwater and Stormwater Billing Specialist.
  • Administers NPDES Phase II and industrial permits and Tar Pamlico / Neuse stormwater rule requirements.
  • Manages the Stormwater Utility fund.
  • Responds to citizen concerns about stormwater quality.
  • Coordinates final inspections of Stormwater Control Measures for issuance of Certificate of Occupancy or street acceptance.
  • Reviews sureties and manages one year warranty inspections for Stormwater Control Measures.
  • Makes recommendations about enforcement actions for non-compliance.
  • Manages the City's stream erosion program.
  • Develops projects for bank stabilization and stream restoration.
  • Develop and manage water quality Public Education & Outreach program
  • Investigates and responds to requests and complaints from the general public.
  • Attends meetings and public hearings as required.
  • Manages professional service contracts.
  • Keeps current, accurate records on each working project.
  • Assists in the administration of overall stormwater program.
  • Performs other engineering duties and related work as required.

Minimum Qualifications

Education and Experience:

  • Associate's degree in engineering technology, environmental science or closely related field; and 
  • At least 7 years of experience in construction, engineering, or a related field.

Preferred Certification:

  • Stormwater BMP Inspection and Maintenance Certification or ability to obtain within 6 months.
  • APWA Certified Stormwater Manager


 REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
 
Knowledge of:

  • reviewing designs, plans, specifications, estimates, reports, and recommendations;
  • engineering methods and techniques used in the development, management, and execution of projects and private developments; 
  • techniques of construction contract administration and inspection;
  • applying laws, regulations, codes, and departmental policies;
  • Stormwater utility billing and enterprise funds
  • state and federal stormwater rules and regulations to ensure NPDES – Phase II and industrial permit compliance, along with an understanding of best management practices;
  • state Nutrient Sensitive Waters (NSW) stormwater rules and regulations;
  • the development and implementation of public outreach, educational, and training programs

Skilled in:

  • planning, assigning and directing the work of assigned personnel;
  • analyzing diverse project information and ensuring compliance with federal, state, and local regulations
  • interacting with and responding to the public in a professional manner
  • reading public improvement plans, site plans, topographic maps, and related documents
  • preparing and maintaining clear, concise records and reports
  • planning, assigning, and directing the work of assigned personnel;
  • establishing and maintaining effective working relationships with co-workers and the general public; and
  • creating and delivering public presentations
  • communicating effectively, both orally and in writing. 

Ability to:

  • working effectively with public officials, outside agencies, City employees, and the general public
  • work safely without presenting a direct threat to self or others.
  • meet mental and physical demands of the job.
  • work well under general direction and with minimal supervision


Other Qualifications

  • A valid driver's license issued by N.C. or another state (Note: a valid driver's license is a current driver's license that is not revoked, suspended, or subject to limited restoration or conditional operation privileges)
