WHO WE'RE LOOKING FOR

The Project Manager, Rolling Stock and Support Equipment (RSSE) Vehicle Maintenance reports directly to the VP of Rolling Stock and Support Equipment. The Project Manager, RSSE Vehicle Maintenance position is responsible for planning, managing, coordinating, and supervising the projects for acquiring, maintaining, repairing, replacing, and aiding in disposing of the Authority’s vehicles and equipment. The RSSE Vehicle Maintenance Project Manager offers consultation to the Authority’s Operations Vehicle Maintenance department. The RSSE Project Manager Vehicle Maintenance is also responsible for managing large and small projects related to the Authority’s vehicle needs and vehicle maintenance support to include all types of vehicle and special equipment/tool procurements, and support of vehicle maintenance day-to-day operation needs.

Responsibilities

WHAT YOU'LL BE DOING

  • Develop, plan, schedule, and manage fleet programs and assigned projects.
  • Document and communicate routine reports on project scope, schedule, and budget for assigned projects, including Capital Project Profiles.
  • Perform Project Management style duties for the Authority’s vehicle fleet related projects (Fixed route, Paratransit/Demand Response, support staff vehicles, and equipment), including:
    • Develop specifications, prepare draft modifications, and conduct site visits.
    • Develop inspection guidelines for production line assembly at remote locations, train and monitor inspectors during vehicle builds.
    • Coordinate, track, and report on in-plant assembly, delivery, acceptance, and in-processing leading to release of payment to vendor for vehicles, special tools, training, and major spare components.
    • Develop and maintain proper documentation for all project activities.
    • Generate and complete required Federal Transit Administration reports related to vehicle purchases both before and after vehicle delivery, to include major supporting components installed on or in support of vehicles being procured.
  • Work with the Procurement Department on contract related processes and documents, including:
    • Development of specifications, modifications, and conduct site visits.
    • Preparation and development of critical project documents such as scopes of work, independent cost estimates, and fair and reasonable determinations for a wide variety of vehicle types, maintenance related products and services to include contracted maintenance and other professional services.
  • Collaborate closely with Authority staff to develop and maintain short- and long-term range plans to procure and maintain vehicles to meet the Authority’s goals.
  • Evaluate and review proposals submitted by project bidders, engineering consultants, and other service/product providers and manufacturers.
  • Support a safety culture by including safety considerations into all project plans and ensuring compliance during project execution.
  • Develop and maintain all project documentation and reports, from initial project profiles to required Federal Transit Administration (FTA) forms.
  • Ensure a culture of safety by integrating safety considerations into all project plans and operations and ensuring compliance with all policies and regulations.
  • Function as a trusted technical advisor to senior leadership and other departments on vehicle procurements and long-term fleet planning; in compliance with Authority’s goals and objectives.
  • Function as the pivotal point of contact for all project stakeholders, including internal departments, external vendors, and regulatory agencies.
  • Manage project execution by defining scope, managing schedules and budgets, allocating resources, and mitigating risks.
  • Evaluate proposals from bidders and manufacturers to ensure they meet all project and regulatory requirements.
  • Communicate routine project updates on scope, schedule, and budget to all relevant stakeholders.
  • Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action and reporting safety and security concerns. 
  • Performs other duties as required and/or assigned.
     

Qualifications

WHAT YOU BRING

  • Bachelor’s degree in engineering, or a related field.
  • Three (3) years’ experience managing projects involving the design, development, procurement, and delivery of rolling stock and support equipment. 
  • Three (3) years’ experience in a government or transit environment preferred. 
  • Proven experience in Project delivery, Operations procurement, services, and capital equipment. 
  • Project Management Professional (PMP) certification is preferred.
  • Professional Engineer License is preferred.

Knowledge, Skills, and Abilities:

  • Comprehensive knowledge of project management methods and engineering principles, including a strong understanding of technical documents, specifications, and drawings.
  • Knowledge of public procurement processes, including FTA-specific regulations, Buy America provisions, and reporting obligations. 
  • Familiarity with standard safety practices and key industry standards (e.g., FTA, FRA, OSHA, EPA).
  • Knowledge of capital project funding, grant application processes, and financial reporting specific to large-scale transit projects.
  • Proven ability to write detailed and unambiguous technical specifications for vehicles and equipment, and to create clear, accurate, and comprehensive documentation and reports for both internal and external stakeholders.
  • Strong skills in managing relationships with vendors, contractors, and internal stakeholders to ensure project goals are met.
  • Ability to identify, assess, and mitigate procurement-related risks, such as supply chain issues, cost overruns, and technical non-compliance.
  • Excellent oral and written communication skills for effective interaction with all project stakeholders. 
  • Strong problem-solving, organizational, and presentation skills.
  • Ability to be customer-oriented, work independently, and build effective relationships with co-workers and partners.
  • Adaptable and able to handle daily challenges and adversity.

WORK ENVIRONMENT AND PHYSICAL DEMANDS  

Work is performed in an office and outside environment with exposure to inclement weather and adverse weather conditions. This job requires on-site rail yard/trackside visits to inspect equipment, troubleshoot issues, and oversee maintenance or repairs. Expect potential exposure to noise, dust, grease, and various weather conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature.  

Incumbents must have the ability to stand, walk and travel 90% of the workday. This position may need to have the ability to work varying shifts, days, nights, weekends, holidays, and rotating shifts, to meet the department’s needs. Moderate strength and stamina required for: lifting tools, climbing ladders, and accessing equipment in awkward positions might be necessary. Mental stamina requires the ability to focus, analyze problems, and make quick decisions in stressful situations. Must be able to safely operate a motor vehicle. Must be able to use a telephone or headset equipment. Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions.  This position may require work beyond a normal forty-hour weekly schedule.

Mobility Status:
As a Stationed position, the incumbent is expected to be assigned an individual workspace. Expected to work in the office 5 days a week. CapMetro reserves the right to modify work status based on business needs. This role is based in Austin, Texas and requires relocation to the Austin, Texas area prior to start date.
