Summary:

The Police Captain is a sworn, commissioned University Special Police Officer, serving as the commander of police operations in the American University Police Department (AUPD). At the direction of the AVP, University Police Services & Emergency Management, the Police Captain manages and directs the operational and administrative components of the Police Operations division of the American University Police Department (AUPD), which includes: Patrol Operations, Police Communications, and Special Events.

The Police Captain will recommend and implement department goals, objectives, policies, and procedures within the context of the University’s mission, law enforcement best practices and relevant legal requirements.

The position requires the incumbent to respond to, take command, and coordinate police and fire response to critical incidents on campus property for the duration of the incident. The Captain has direct or indirect supervisory authority over all police operations personnel, including uniform and/or plainclothes police personnel and civilian personnel on all 3 shifts.

Essential Functions:

1.) Police Operational, Investigative and Administrative Management

  • Oversees American University Police Department (AUPD) functions, including patrol, incident response, initial patrol investigations, crime scene response, and event security oversight. 

  • Leads AUPD response to emergency/critical incidents.

  • Is the Incident Commander or designates an Incident Commander who follows the Incident Command System/Standardized Emergency Management System (ICS/SEMS) protocol; assumes role as Incident Commander as needed.

  • Actively participates on patrol during all three shifts on a regular basis.

  • Oversees scheduling for patrol, required patrol officer training, communications, special events, special operations.

  • Provides oversight for the Crisis Intervention Program. 

  • Assesses and plans police equipment needs, including uniforms, weapons, facilities and vehicles. 

  • Coordinates operational planning and procedures with other University Safety and Security Services (USSS) units. 

  • Verifies compliance with all applicable University and District of Columbia policies, regulations and laws.

2.) Planning and Process Analysis

  • Utilizes statistical and data-driven managerial tools, such as comparative statistics (CompStat) and geographical information systems, to develop strategic policing plans for the American University campus. 

  • Analyzes current AUPD, communications processes and recommends changes to enhance efficiency and simplification. 

  • Analyzes operational and communications staffing allocations based on geography, incident volume, trends, and university plans. 

  • Develop plans for special operations, special events, dignitary visits and critical incidents. 

  • Develops and implements emergency preparedness plans for USSS and coordinates the plan implementation with the appropriate internal and external partners.

3.) Personnel Management 

  • Provides direct supervision for the Senior Lieutenant and general oversight for the management of all personnel in assigned units, including interviewing and recommending candidates for hire, evaluation of performance, and coordination of employee support and progressive discipline. 

  • Responsible for ensuring that all sworn officers  are enforcing and complying with the laws of the District of Columbia, relevant federal laws, and the policies, procedures, rules, directives, regulations and standard operating procedures of the University and AUPD.

  • Assign professional development training and mandate certain training programs for assigned unit personnel when necessary.

4.) Training Program Oversight

  • Through the Senior Lieutenant, provides oversight for all training programs, for Police Officers and communications staff, including field training, search & seizure, use of force, report writing, incident response and crime scene response, and call taking. 

  • Coordinates the tracking and retention of training records with other USSS units.

5.) Police Liaison

  • Develops partnerships with University and community departments and agencies, such as Campus Life, Metropolitan Police Department, DC Fire Department and Homeland Security. 

  • Coordinates incident response plans, strategies and training with those entities. 

  • Assists other USSS units with physical security planning, crime prevention projects and emergency preparedness programs.

6.) Purchasing and Budget Coordination

  • Coordinates expenses related to the assigned unit with other USSS units. 

7.) Other Duties as Assigned

Supervisory Responsibility:

  • Directly supervises 1 FT Police Lieutenant.

  • Indirectly supervises 4 FT Police Sergeants, 4 FT Police Corporals, 16 FT University Police Dispatchers, and 43 FT Police Officers.

Position Type/Expected Hours of Work:

  • Full-Time.

  • 35 hours per week.

  • Incumbent may be required to respond to incidents and conduct preliminary investigations, patrol by foot, or vehicle, render emergency aid and assistance, make arrests, and physically defend themselves and others against physical threat or harm.

  • Position is considered as essential personnel under the University Personnel policies.

  • Position is required to be able to work outside normal business hours to include nights and weekends.

Salary Range:

  • $105,000 - $120,000 annually.

Required Education and Experience:

  • Bachelor's degree or equivalent experience in criminology, police science or related field.

  • 4 - 6 years of relevant experience.

Additional Eligibility Qualifications:

  • Must be able to obtain and maintain a Government of the District of Columbia license for Campus Special Police Officer issued by the Metropolitan Police Department Security Office Management Branch.

  • Must have excellent oral and written communication skills and ability to interact with a diverse population. 

  • Must have demonstrated experience writing and implementing policy and analyzing law enforcement processes. 

  • Must be able to quickly evaluate critical situations and determine the appropriate response, as demonstrated through past law enforcement experience. 

  • Demonstrated ability to manage people, programs and budgets in a law enforcement agency in a diverse and dynamic community. 

  • Demonstrated experience in the utilization of modern law enforcement management strategies, operational and investigative techniques, and technological tools. 

  • Comprehensive knowledge of community policing techniques (obtained via experience, education, and training), especially as it pertains to the university environment; comprehensive knowledge of the U.S. Code, D.C. Code, and laws of arrest, search, and seizure; comprehensive knowledge of emergency management, incident response and risk mitigation strategies.

  • Ability to possess and maintain a University Special Police Officer Commission or equivalent; successful completion of medical and psychiatric examinations; successful completion of initial, annual and random drug screens; possess and maintain a current driver’s license; successfully obtain the University’s approval to drive University vehicles. 

  • Must be able to maintain and possess certification from a recognized law enforcement training academy. 

  • Must be able to maintain and possess all certifications that are required for uniformed officers.
