About the Department

Reporting directly to the Staffing Coordinator, responsible for serving as the Custodian of Records and responds to requests for information submitted to the department in compliance with department, County, Local, State, Federal, and other regulatory agency guidelines, regulations, and laws. Assists with recruiting for the department and it’s hiring and selection process. 

Position Duties

  • Serves as the Custodian of Records for the department
  • Processes Open Records Request and other internal and external requests in accordance with department and County policy
  • Assists the Compliance Division Manager in planning, developing, recommending, resolving, and implementing executive level policies and procedures
  • Demonstrates exceptional decision-making skills, interpersonal skills, and analytical assessments of current processes
  • Assists with recruiting for the department and the hiring and selection process
  • May assume the duties of the Compliance Division Manager, as deemed by the Department Director
  • Assists in evaluating and increasing the effectiveness and efficiency of their job duties 
  • Knowledgeable of policies governing the division, as well as department policies and procedures, and Local, State, and Federal regulations
  • Informs the Compliance Division Manager and other designated personnel of concerning work progress, barriers, and red flags
  • Attends meetings, conferences, and training as required
  • Investigates internal and external complaints as directed by the Compliance Division Manager and ensures all complaints are thoroughly and objectively investigated
  • Assures the maintenance and completion of records, reports, and other information 
  • Maintains applicable certifications and licenses 
  • Suggests improvements to development, implementation, evaluation and maintenance of the department’s Compliance Program
  • Performs risk assessment/analysis and recommends measures to mitigate identified risks
  • Acts as a representative of the department for in-person events
  • Assists in the oversight of ongoing program reviews related to the Hiring and Selection process and Custodian of Records areas of the division 
  • Evaluates the needs of the department to identify gaps, and makes recommendations to the Compliance Division Manager to mitigate those gaps
  • Verifies that all policies, procedures, guidelines have been documented, implemented, communicated and are being adhered to
  • Maintains a legitimate and reliable process for completing records requests 
  • Maintains a highest degree of professionalism and confidentiality
  • Readily complies with departmental and county-wide policies and procedures
  • Performs related special projects as assigned

PHYSICAL DEMANDS

  • Position involves prolonged sitting at a workstation, reaching, walking, twisting, bending, repetitive motions, and standing 
  • Position involves occasional lifting and carrying of up to fifty (50) pounds and exertion of up to twenty-five (25) pounds of force to move objects 
  • Position involves continual use of a computer keyboard and other peripheral devices 


ENVIRONMENTAL FACTORS

  • Work is primarily indoors in an air-conditioned environment 
  • High-volume, fast-paced environment


IRREGULAR HOURS

  • Work outside of the normal office hours (Monday-Friday 8 a.m. to 5 p.m.) may be required to meet deadlines and accuracy requirements
  • Non-essential Personnel for Emergency Situations; at the discretion of the Department Director
  • Regular attendance is required

Minimum Qualifications

  • High school diploma or equivalent
  • One (1) year of experience in public safety telecommunications as a 911 call taker
  • One (1) year of experience as a Law Enforcement or Fire/EMS dispatcher
  • Completion of all requirements of a Telecommunications Officer
  • Knowledge of local, state and federal policies, procedures, regulations and laws as they pertain to Emergency Communications, CJIS, Criminal History, and HIPAA compliance standards
  • Knowledge of modern office procedures and computer equipment
  • Experience with Texas Commission on Law Enforcement (TCOLE) regulations and documentation requirements


LICENSES AND CERTIFICATIONS

Required within thirty (30) days of employment

  • Valid driver’s license


Required within one (1) year of employment

  • Completion of the Texas Commission on Law Enforcement (TCOLE) Telecommunicator course
  • Federal Emergency Management Agency (FEMA) Incident Command System (ICS) 100, 200, 700, 800
  • Texas Crime information Center (TCIC) and National Crime Information Center (NCIC) full access certifications


PREFERRED QUALIFICATIONS

  • Prior legal experience working with open records and advanced knowledge of government agencies and Public Information Act regulations
