About the Department

The Louisiana Public Service Commission (LPSC) is a constitutionally created regulatory agency dedicated to serving the public interest. The LPSC’s mission is to impartially, equitably, and efficiently regulate the rates and service of public utilities and common carriers operating in the State to ensure safe, reliable, and reasonably priced services for consumers and provide the opportunity for a fair rate of return for the regulated utilities and common carriers; and to carry out legislative mandates.
This position will analyze financial and accounting records to discern problems involving affiliated transactions, net plant cost, management contracts, and the appropriate use of assets in order to assure compliance with Commission orders, regulatory rules and regulations, and accounting principles etc.Position Duties
Six years of full-time experience in any field plus twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems; OR
A bachelor’s degree with twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems; OR
A bachelor’s degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics; OR
A bachelor’s degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation; OR
An advanced degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics; OR
A Certified Public Accountant (CPA) license, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
This position will analyze financial and accounting records to discern problems involving affiliated transactions, net plant cost, management contracts, and the appropriate use of assets in order to assure compliance with Commission orders, regulatory rules and regulations, and accounting principles etc. Additionally, this position:
Examines supporting documents such as invoices, receipts, canceled checks, sales receipts, legal contracts, accounting entries, loan agreements, and any other form of documentation, for the validity of expenditures, and any other legal transactions, to determine whether it is an allowable and/or prudent transaction.
Calculates the dollar amount and percentage of adjustments identified during the auditing process.
- Conducts reviews of public utilities, motor carriers, and pipelines to determine whether they comply with LPC requirements for the filing and payment of Inspection and Supervision fees.

Appointment Type: Probational and Promotional
Advancement: This position provides the opportunity to advance within the job series.
Work Schedule: Work hours are 8:00 AM to 4:30 PM, Monday-Friday.
Compensation: This position has retention pay of $1.00 per hour for each hour worked.
