The Regional Facilities Manager is responsible for overseeing and optimizing all aspects of facilities operations across the organization’s portfolio. This role ensures the safety, functionality, and regulatory compliance of all physical assets while driving operational efficiency, sustainability, and cost effectiveness. The Regional Facilities Manager integrates strategic planning, workforce development, vendor management, and capital improvement oversight to maintain high-quality environments and support the organization’s long-term goals.

Requirements

ESSENTIAL FUNCTIONS

  • Lead, mentor, and train site maintenance staff in building systems, operating procedures, safety, and sustainability practices
  • Oversee capital projects and create a multi-year capital plan for all assets, including prioritization, lifecycle planning, and budget compliance
  • Conduct regular property inspections, prepare reports, and ensure timely completion of work orders and corrective actions
  • Provide technical expertise on new developments, renovations, and major system upgrades
  • Develop a long-term workforce plan for the maintenance department, identifying future staffing needs, creating career development paths, and implementing mentorship or leadership programs to build internal talent
  • Actively research industry best practices, emerging technologies, and innovative solutions in facilities management and lead their adoption to continuously improve operational efficiency, service quality, and asset performance across the portfolio
  • Develop a robust vendor performance management program, including defining Service Level Agreements (SLAs), conducting regular performance reviews, and implementing a strategy for optimizing vendor relationships to ensure high-quality service and cost-effectiveness
  • Lead and oversee comprehensive preparation for all industry-specific inspections, including NSPIRE, ensuring properties meet and exceed regulatory compliance standards for affordable housing and that all necessary documentation, physical conditions, and operational procedures are in order for successful evaluations
  • Build and maintain strong relationships with contractors, vendors, and regulatory officials while promoting sustainability, energy efficiency, and LEED standards in both daily operations and new developments


COMPETENCIES

  • Background in facilities operations with experience in affordable housing property maintenance
  • Experience negotiating and managing vendor contracts, including oversight of contractor performance
  • Ability to train, develop, and support maintenance staff
  • Skilled at reading and interpreting drawings, specifications, and building codes
  • Knowledge of mechanical and HVAC systems, moisture remediation, and energy efficiency practices
  • Experience using maintenance management systems for preventative maintenance, work orders, and inventory control
  • Comfortable using diagnostic tools such as electrical testers, CO detectors, and other measurement equipment
  • Strong organizational and project management skills with the ability to handle multiple priorities
  • Proven success in developing and managing budgets
  • Effective leadership skills with the ability to guide teams through change
  • Strong communication and customer service skills when working with staff, residents, and external partners
  • Yardi experience preferred (2+ years)


SUPERVISORY RESPONSIBILITIES

  • Provide leadership, guidance, and performance management for site-level staff across multiple properties, making sure teams follow safety protocols, preventive maintenance schedules, and company policies.
  • Partner with property management and department heads to align operations with organizational goals, while also building long-term workforce plans, career paths, and mentorship programs to develop internal talent.


WORK ENVIRONMENT

  • Primarily office-based with frequent time spent in building and outdoor environments across multiple properties.
  • Requires regular on-site presence to oversee maintenance operations, capital projects, inspections, vendor work, and staff training.
  • May involve exposure to construction areas, mechanical rooms, and varying weather conditions.


TRAVEL REQUIRED

  • Occasional travel to properties for inspections, project oversight, and team support.


EDUCATION REQUIREMENTS

  • Bachelor’s Degree in Facilities Management, Construction Management, Engineering, or a related field.
  • 10+ years of progressively responsible experience in facilities operations, building systems management, or construction project oversight, including supervisory responsibilities.
  • Equivalent combination of education and relevant professional experience may be considered.


CERTIFICATIONS / PREFERRED QUALIFICATIONS

  • Certified Facility Manager (CFM), Facility Management Professional (FMP), or equivalent credential preferred.
  • OSHA safety certification(s) or equivalent training in workplace safety compliance.
  • Trade certifications in HVAC, electrical, or plumbing are highly desirable.
  • Strong knowledge of building automation systems, energy efficiency practices, and capital project planning.

Cognitive: Frequently required to concentrate on intense detail with constant interruption. Must be able to attend to a task/function for 1 hour or more.  Frequently required to understand and relate to specific ideas, several at a time. Must be able to remember multiple tasks/assignments given to self and others over a period of several days. 

Environmental Conditions: Dust, potential loud noises, glare from computer screens, heat, and air conditioning. 

Equipment: Frequently required to use a computer, mouse, keyboard, scanner, telephone, copier, and fax machine.
