Program Manager — CTAS Task Order (DISA / DITCO)

Role summary

Lead day-to-day delivery of the Cybersecurity Technical and Analytical Services (CTAS) task order—owning performance, cost, schedule, reporting, and stakeholder engagement across all tasks and subtasks. The PM is designated key personnel and is accountable for all contractor support activities and deliverables defined in the PWS.

Core responsibilities

  • Task Order Management (TOM): Stand up and execute a Task Order Management Plan (TOMP) covering Transition-In, Startup, Schedule Management, Subcontractor Management, Quality Control, Issue Escalation, Risk Management, Transition-Out, and Closeout; ensure adherence to current DoD/DISA directives.
  • Program Control & Reporting: Maintain project performance/status reporting; manage monthly CPR content and meetings; ensure metrics, risk/issue tracking, personnel changes, and staffing levels are reported; keep a consolidated repository/dashboard for all artifacts and deliverables.
  • Weekly/Bi-monthly Status: Provide weekly status to the COR; deliver Weekly Cybersecurity Situational Status Reports (WSR) and/or Weekly Activity Reports (WAR) per PWS cadence.
  • Transition-In / Transition-Out leadership: Orchestrate Transition-In with day-1 onboarding of key personnel, 50% staffing by week 2, and 100% by day 30; develop the Transition Implementation Plan (TIP); plan and lead Transition-Out and closeout.
  • Stakeholder management: Serve as the primary interface to Government stakeholders (KO/COR/PM/ISSM), coordinating priorities, decisions, risks, and escalations.
  • Key Personnel stewardship: Maintain continuous coverage of the PM role; coordinate Government approval for any replacement and submit candidate qualifications.
  • Security, compliance & access: Ensure team compliance with DISA security requirements; manage access for work performed at SECRET open-storage facilities and SCIFs; oversee need-to-know for TS/SCI, YLAN/JWICS, COMSEC, and NIPRNet privileged access.

Deliverables & cadence the PM owns

  • TOMP: Draft due 30 calendar days after award, final due 60 calendar days after award; maintain per COR direction.
  • Monthly CPR: Due 3 business days prior to each CPR meeting; include status, risks/delays, trips/visits, metrics, personnel changes, and staffing levels; conduct monthly status meetings with COR.
  • Weekly/Bi-monthly reports: Provide weekly status to COR; submit WSR weekly and/or WAR on the 2nd and 4th Friday each month, as specified.
  • Transition plans: Draft TIP due 10 calendar days after award; final 10 calendar days before contract start; manage Transition-Out planning and closeout per PWS.

Minimum qualifications (per PWS)

  • Education/Certification: BA/BS in Computer Science, Information Systems, Engineering, Business, or Mathematics; PMP (or equivalent) required.
  • Experience: 10+ years performing the PM duties cited above.
  • Functional capabilities: Manage performance, cost, schedule; organize/plan/direct contractor support; review deliverables for conformance; supervise task order personnel; maintain performance/status reporting; interface continuously with project personnel and stakeholders.

Clearance & work environment

  • Daily work requires SECRET (minimum) with recurring work up to TS/SCI in Government facilities/SCIFs; access to YLAN/JWICSNIPRNet privileged access, and COMSEC handling as required by tasks.
