The Department

The Community Services Department includes Recreation Services, Parks Planning & Design and Urban Forestry. Together, we strive to improve the health, wellness and quality of life for Fremont residents. We provide:

  • Exceptional educational and recreational programs and services to people of all ages, such as sports leagues, kids’ camps and after-school programs, and recreational classes.
  • Historic and cultural resources, such as the Shinn House and Arboretum, the Vallejo Adobe within the California Nursery Historical Park, and the Galindo-Higuera Adobe at Rancho Higuera Historical Park
  • Facilities, including three program centers in Central Park, five community centers, group picnic areas and the Olive Hyde Art Gallery
  • Unique attractions, such as Lake Elizabeth, the Aqua Adventure Waterpark, Central Park Skate Park and the Palms Pavilion Group Picnic Area
  • Special events throughout the year, such as the Kids ‘n’ Kites Festival, the Summer Movie and Concert Series, Patterson House events, and Trick or Treat on Downtown Safety Street
  • Amazing parks, with over 1200 acres throughout 64 parks.

The Recreation Services Division offers a broad range of services, activities and programs for all ages and interests. Recreation programs include kid camps, academic classes, sports activities and leagues, art, music, dance, and cooking classes to name a few. The Recreation Division also puts on a number of popular community events, such as the Kids ‘n’ Kites Festival, Outdoor Movie and Summer Concert Series at Central Park, and Trick or Treat on Downtown Safety Street. The Recreation team also manages all park facilities and rentals including Aqua Adventure Waterpark, community centers, sports facilities and picnic areas.

Assistant Recreation Supervisor

This is a flexibly staffed, deep class series which includes Assistant Recreation Supervisor, Recreation Supervisor I, and Recreation Supervisor II.

Definition
 
Under direct supervision, plans, organizes and supervises an assigned set of recreation activities; provides functional supervision over seasonal or temporary employees and volunteers; and does related work as required.

Class Characteristics

This is an entry level classification in the Recreation Supervisor series reporting to a Recreation Supervisor II.  Incumbents exercise judgment in day to day decision making which affects the scheduling and operations of the least demanding or complex recreation activities; may provide functional supervision of seasonal or temporary employees and volunteers.  This class is distinguished from Recreation Supervisor I by the complexity of the duties performed by the latter which require additional education and experience.

Recreation Supervisor I

This is a flexibly staffed deep class series which includes Assistant Recreation Supervisor, Recreation Supervisor I, and Recreation Supervisor II.

Definition
 
Under general supervision, plans, organizes and supervises an assigned set of recreation activities or community centers; provides functional supervision of seasonal or temporary employees and volunteers; and does related work as required.

Class Characteristics

This is a journey level classification in the Recreation Supervisor series reporting to a Recreation Supervisor II or Recreation Superintendent.  Incumbents exercise considerable judgment in day to day decision making which affects the scheduling and operations of recreation activities or community centers; may provide functional supervision of seasonal or temporary employees and volunteers.  This class is distinguished from Assistant Recreation Supervisor by the complexity of duties, and additional responsibilities performed by the latter.

Position Duties


Assistant Recreation Supervisor

  • Plans, organizes, develops and supervises an assigned set of recreation activities or facilities within established department policy and pursuant to direction.
  • Reserves, schedules, and coordinates maintenance of facilities.
  • Prepares drafts for reports, flyers memos, letters, and other written materials.
  • Elicits support or donations for program funding needs
  • Schedules, assigns work, and supervises seasonal or temporary employees and volunteers.
  • Assumes lead role on project and programs of the least complexity or focused activity area.
  • Conducts routine information exchange meetings for special interest populations.
  • Conducts program implementation/coordination and training meetings with seasonal or temporary employees and volunteers in assigned activities to assure maintenance of health, safety and service standards.
  • Explains and tactfully enforces City and department policies in dealing with individuals and community groups.
Marginal Functions
  • Other duties as assigned.

Recreation Supervisor I
  • Plans, organizes, develops and supervises an assigned set of recreation activities or facilities and overall programs within established department policy and pursuant to direction.
  • Performs program development.
  • Reserves, schedules, and coordinates maintenance of facilities.
  • Prepares drafts for reports, flyers memos, letters, and other written materials.
  • Develops and monitors budgets, activities, and marketing plans.
  • Elicits support or donations for program funding needs
  • Schedules, assigns work, and exercises functional supervision of seasonal or temporary employees and volunteers.
  • Monitors individual performance plans and reports personnel issues to a Recreation Superintendent for possible disciplinary action.
  • Assumes lead role on projects and may represent the Parks & Recreation division on city-wide teams.
  • May make presentations to a City Board or Commission and/or attends to serve as an informational resource.
  • Conducts routine information exchange meetings for special interest populations.
  • Conducts program implementation/coordination and training meetings with seasonal or temporary employees and volunteers in assigned activities to assure maintenance of health, safety and service standards.
  • Explains and tactfully enforces City and department policies in dealing with individuals and community groups.

Marginal Functions

Minimum Qualifications

Assistant Recreation Supervisor

Knowledge, Skills and Abilities

Knowledge of:  Basic knowledge of basic mathematics, safe work practices, program content for assigned recreation services, procedures for implementing a variety of recreations services and activities, business practices and profit center operations, and routine facility operations and maintenance. 

Skill in:  Training and evaluating employees and effectively communicating with others both verbally and in writing, establishing and maintaining effective work relationships with co-workers, other departments, community organizations and the general public, tactfully enforcing City and department rules and policies, collecting and interpreting simple statistical information, identifying and evaluating problems and independently arriving at logical decisions in occasionally hostile situations.

Ability to: Train and evaluate seasonal or temporary employees and volunteers.  Understand community needs in a variety of recreation services areas.  Identify methods to maximize service effectiveness and efficiency.  Willingness to work flexible schedules including nights, weekends and holidays. Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

Education/Experience

Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary to satisfactory job performance would be qualifying.  A typical way to obtain the required knowledge, skills and abilities would be: graduation from High School or G.E.D. plus some college coursework in recreation or a related field, and six months experience leading recreation programs.

Licenses/Certificates/Special Requirements

Incumbents in this classification must obtain within six months of appointment and maintain a valid approved First Aid/CPR certification(s).
 
Incumbents of this classification are required to comply with the reporting requirements concerning child abuse and/or neglect required by California Penal Code Section 11166.5.
 
Incumbents in this classification require possession of a valid Class C California driver's license by the time of appointment.  Failure to possess or maintain the valid required license shall result in discipline up to and including termination of employment.  This classification requires the ability to travel independently within and outside of City limits.

Incumbents in this class assigned to the Waterpark have the following additional requirements within 12 months of date of hire.  Failure to obtain/maintain the required certifications will result in disciplinary action up to and including termination:
 

  • Certified Pool Operator (CPO) or Aquatics Facility Operator (AFO)
  • Serve Safe Certification
  • Ellis Lifeguard Instructor Certification (Water Safety/Operations Position Only)

Assistant Recreation Supervisors who meet or exceed the above qualifications and have demonstrated the knowledge, skills, and abilities required to be assigned to moderately demanding and complex recreation activities and community centers are eligible to be reclassified to Recreation Supervisor I.

Licenses/Certificates/Special Requirements
 
Incumbents in this classification are required complete D.O.J. background checks to help determine the suitability of a person applying for employment or as a volunteer working with children, the elderly or disabled.
