About the Department
Under administrative direction, to assist the Director, Human Resources/Risk Management to plan, organize, coordinate, and evaluate the activities, operations and personnel of the Human Resources/Risk Management Department including recruitment and selection, benefits management, performance management, training, staff development, organizational development, classification and compensation, discipline, safety, risk, volunteer management and compliance. Provides highly responsible and complex administrative support to the Director. Manages and supervises a broad range of complex organizational, human resource management operations and participates in all labor relations functions, including contract negotiations, dispute resolutions discipline, grievances, and arbitration; coordinates assigned employee/labor relations, risk management, workers; compensation and safety matters frequently entailing issues of significant potential litigation risk, cost and exposure to adverse public reaction.
Supervision Received/Exercised
Works under the administrative direction of the Director, Human Resources/Rick Management. Serves as Acting Director in their absence. Exercises supervision over subordinate management, supervisory, professional, clerical, and technical personnel.
Minimum Qualifications
Education:
- Bachelor's degree from an accredited college or university with major coursework in human resources management, public administration, or a related field.
- A Master's degree is preferred.
Experience:
- Previous experience as a Director, Assistant Director or equivalent senior leadership position is required.
- Eight years of increasingly responsible human resources management experience in a California municipal agency, including five years of management responsibilities in labor experience and three years of management of risk management functions.
- Professional or Senior Professional in Human Resources Certification, and;
- Possession and maintenance of, or the ability to obtain and maintain, a valid California driver's license at the time of appointment.
Essential functions and duties require the following physical abilities and work environment:
- Ability to work in a standard office environment; ability to travel to different sites and locations;
- Regularly required to talk or hear. Required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.
- Occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl.
- The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
