Overall Objective:
The overall objective of the Residential Program Supervisor (RPS) is to create and maintain a small group living situation directed toward maximizing the independence of each resident and relating to each individual served, their family, guardian(s) and case manager on an individual basis. Working with the Director of Residential Services, the Residential Program Supervisor provides services in a manner, which ensures the highest quality person-centered planning and programming in order to achieve the fullest possible personal development of each person receiving services through Range Center, Inc. The Residential Program Supervisor provides leadership and direction to the Direct Support Professionals (DSP’s) working within the group home.

Status: Full-time, Salaried (exempt)
Duties:

Ensure that all persons served are receiving services according to their rights and are free from abuse, neglect and financial exploitation.
Per 245D statute, the designated coordinator must provide supervision, support, and evaluation of activities that include:
o (1) oversight of the license holder's responsibilities assigned in the person's coordinated service and support plan and the coordinated service and support plan addendum;
o (2) taking the action necessary to facilitate the accomplishment of the outcomes according to the requirements in section 245D.07;
o (3) instruction and assistance to direct support staff implementing the coordinated service and support plan and the service outcomes, including direct observation of service delivery sufficient to assess staff competency. The designated coordinator may delegate the direct observation and competency assessment of the service delivery activities of direct support staff to an individual whom the designated coordinator has previously deemed competent in those activities; and
o (4) evaluation of the effectiveness of service delivery, methodologies, and progress on the person's outcomes based on the measurable and observable criteria for identifying when the desired outcome has been achieved according to the requirements.
o Competently perform the designated coordinator required duties through education, training, and work experience relevant to the primary disability of persons served by the license holder and the individual persons for whom the designated coordinator is responsible. The designated coordinator must exercise the skills and ability necessary to develop effective plans and to design and use data systems to measure effectiveness of services and supports. Participate in the development and implementation ofindividual’s program plans and attend team meetings to present information particular to specific residents.
Participate in resident admission and discharge processes.
Participate in licensing and compliance processes.
Responsible for management of overall day-to-day operations of group home, while working collectively with all departments:
o Provide direct supervision and observation of Direct Support Professionals (DSP’s) on all shifts (days, afternoons, midnights, & weekends).
o Work a minimum of 1 weekend per month.
o Provide direct resident care (minimum of 20 hours per week).
o Participate in the hiring process; making recommendations to the Director of Residential Services and Human Resources Department regarding staff hiring, disciplinary/due process-termination, and promotion.
o Supervise and monitor ongoing training, observation, and objectively documented feedback of Direct Support Professionals (DSP) performance as it relates to the job description.
o Create and monitor Direct Support Professional (DSP) schedules in accordance with resident service agreement, program budget, and collective bargaining agreement (union contract).
o Consistently follow and enforce all applicable areas of the collective bargaining agreement (union contract).
o Supervise and monitor resident’s healthcare (general cares, appointments, medication administration, OT/PT therapy recommendations & adaptive equipment, nutrition & weight, etc.)
o Supervise and monitor group home budget (inventory, allocations, resident attendance, staffing hours and overtime, monthly-yearly budget expenses).
o Supervise and monitor group home maintenance and safety compliance.
o Supervise and monitor group home appearance and housekeeping.

Qualifications
Qualifications:
High School diploma or equivalent, preferably with post-secondary training in the Human Services field.
Must meet the criteria for Designated Coordinator (DC) qualification as outlined in Department of Human Services (DHS) 245D standards. The Designated Coordinator must minimally have:
(1) a baccalaureate degree in a field related to human services, and one year of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older;
(2) an associate degree in a field related to human services, and two years of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older;
(3) a diploma in a field related to human services from an accredited postsecondary institution and three years of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older; or
(4) a minimum of 50 hours of education and training related to human services and disabilities; and
(5) four years of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older under the supervision of a staff person who meets the qualifications identified in clauses (1) to (3)
Substantial experience in the design, implementation and monitoring of person-centered programs for individuals with intellectual/developmental disabilities.
Substantial experience in staff supervision and training.

Demonstrated organizational skills, professional oral and written communications and ability to work with a variety of people.
Ability to provide in-service training to staff as needed.
Ability to function without close supervision.
Receive and document training hours as outlined per licensing requirements; including annual vulnerable adult policy and procedure review.
Certification in the Range Center, Inc. medication administration course within 6 weeks of employment date.
Successful completion of CPR certification within 6 weeks of employment date.
Ability to lift weight unassisted (minimum 50 lbs.)
Valid Minnesota driver’s license (or obtained within 30 days). Must maintain driving record that meets criteria for insurability at Range Center, Inc.
Ability to pass a criminal background study through Minnesota’s Department of Human Services NetStudy 2.0
Must be at least 18 years of age (required for driving and Medication Administration).
