What we are looking for:
Partner Forces is seeking a Senior Consultant to provide high-level strategy and operations support to a Department of Homeland Security (DHS) client. This role will drive efforts that strengthen strategic planning, prioritization, measurement, and communication, while also building the operational tools, workflows, data, and coordination structures that enable the agency to steer resources and deliver on mission priorities.
The ideal candidate is a seasoned management consultant who combines strategic insight with operational know-how. They are proactive, resilient under pressure, and able to build trust quickly with both clients and internal teams. As a Senior Consultant, you will serve as a trusted advisor, helping DHS leadership translate strategic intent into operational execution while modeling Partner Forces’ standards of excellence and professionalism across every engagement.
What you will do as a Senior Consultant:
- Lead strategy and performance support activities, including strategic planning, performance measurement, and executive-level communications.
- Translate leadership’s high-level goals into actionable initiatives, clear roadmaps, and measurable outcomes.
- Design and implement business processes, governance structures, and coordination mechanisms that strengthen operational execution.
- Oversee the development of performance dashboards, progress reports, and senior leadership briefings.
- Facilitate cross-agency collaboration, ensuring alignment across multiple stakeholders and priorities.
- Manage and mentor junior consultants and analysts, providing oversight, coaching, and quality assurance.
- Serve as a point of contact for client leadership, modeling professionalism and building strong client relationships.
- Identify risks, gaps, and opportunities, proactively recommending solutions to improve organizational performance.
- Support the development and growth of junior team members through the apprenticeship model.
- Contribute to client development activities and internal corporate initiatives.
Qualifications:
- US Citizen (the nature of our contract requires employees be US citizens)
- Ability to obtain and maintain DHS HQ suitability required; current preferred.
- Familiarity with DHS, CISA, or federal homeland security missions strongly preferred.
- 10+ years of relevant professional experience, with at least 5 years in management consulting, federal government, or strategy/operations roles
- Demonstrated experience supporting senior executives and advising on strategic and operational initiatives.
- Strong track record of leading cross-functional teams, managing projects, and delivering results under tight deadlines.
- Excellent communication skills, with experience developing executive-level reports, dashboards, and briefing materials.
- Proven ability to manage stakeholders, build consensus, and drive decision-making in complex environments.
