Role Summary:

This role will develop and implement the rolling stock strategy for EWR. This includes defining the rolling stock specification and associated infrastructure. Reporting to the Railway Operations Director, this role will lead development of the rolling stock procurement strategy, undertake market engagement, and will represent EWR in procurement of the required rolling stock.

Function:

Railway Operations provides the operational voice and operational guiding mind to EWR Co during design. The Railway Operations function is the champion of operational excellence for a reliable railway. It ensures operational and maintenance basics are in place throughout the design and EWR delivers an operable and maintainable railway scheme. The Function is accountable for representing the eventual operators and maintainers of the railway, to design a railway that will be attractive to customers and efficient to operate.

Key Responsibilities

  • Develop and implement the rolling stock strategy, including the selection of traction types and associated infrastructure requirements, including rolling stock maintenance facilities.
  • Create the technical specification of the rolling stock to deliver EWR programme requirements.
  • Create and manage the rolling stock procurement strategy, ensuring alignment with project timelines and budget constraints. 
  • Conduct market engagement activities to identify potential suppliers and assess market capabilities. Liaise with the Department for Transport (DfT) to ensure compliance with regulatory requirements and alignment with national rail strategies. 
  • Provide EWR rolling stock expertise in the procurement of rolling stock for the programme. Work with DfT and other operators as required to achieve a successful procurement.
  • Provide technical expertise and support to delivery teams, ensuring that rolling stock solutions are integrated effectively into the overall railway design. 
  • Responsible for managing and supporting direct reports including: coaching and developing team members to drive individual growth and operational excellence. Leading continuous improvement, through regular performance management and ensuring compliance with organisation policies and updating relevant systems.  
  • Take responsibility of your own and others’ health and safety by adopting and working to the EWR Co Health and Safety principles. 
  • Demonstrates a cost-conscious mindset, keeping tax payers’ money at the forefront of decisions. 
  • Shows a commitment to innovation by proactively seeking creative solutions to challenges and opportunities. Act as a role model for EWR Co’s vision and behaviours, working in ways that are aligned with EWR Co’s Ways of Working, as well as encouraging and supporting others to do so too. 

Skills, Knowledge and Expertise

  • Extensive experience in rolling stock delivery within large-scale railway or transportation projects. 
  • Proven track record of developing and implementing rolling stock strategies and managing procurement processes. 
  • Strong understanding of traction types, associated infrastructure, and regulatory requirements in the rail industry. 
  • Excellent communication and negotiation skills, with experience liaising with government bodies and suppliers.
  • Proven ability to work with stakeholders to achieve a successful rolling stock procurement.
