Assistant Director - Facilities Management (FM)

Job Description Summary:

This position provides oversight of major project administration responsibilities for the in-house facilities construction team including the construction of major repairs, renovation and improvements, and special maintenance projects at the Medical Center Campus.
This includes assigning, prioritizing, and coordinating resources for construction services

Job Duties Outlined:

 

Project Management

  • Manage the scheduling and completion of existing and new construction projects, including allocation of staff and material resources.

  • Provide cost estimates for in-house construction work orders and assist in cost estimates for large in-house construction projects.

  • Provide technical expertise in drafting and reviewing detailed specifications for complex construction projects.

  • Manage capital construction projects as time permits

  • Coordinate construction and project-related activities with Facilities Management, Architectural Services, outside architectural firms, and campus divisions and departments.

  • Manage state-mandated construction reviews with the State Architect’s office and resolve constructability issues in the field.

  • Oversee and ensure completion of life-safety system testing on in-house construction projects.

  • Partner with project architects to administer assigned maintenance and small capital projects, including:

    o    Verifying and reporting on project budgets and cost controls

    o    Monitoring project changes and recommending corrective measures

    o    Overseeing project inspections and testing

    o    Managing project close-out procedures

    o    Confirming acceptance of completed projects

Administrative

  • Participate in the overall preparation of the Budget for the in-house facilities construction team.

  • Advise the Director of Projects and Planning on budget priorities and recommend adjustments as schedules or priorities shift.

  • Oversee material management, equipment, and tool purchases.

  • Partner with the business office to ensure compliance with state, university, and departmental policies on procurement, billing, and financial activities.

  • Create Request for Proposal (RFP) to solicit on-call contracts as required

 

Staff Development

  • Foster a team culture of ownership, accountability, and responsiveness to campus needs.

  • Ensure employees understand and apply departmental and university policies.

  • Promote mutual respect among staff and the broader campus community.

  • Encourage professional development by supporting both formal and informal training opportunities.

  • Develop and update policies and procedures to improve efficiency and effectiveness.

  • Lead and mentor construction team members through coaching, counseling, and performance management.

  • Administer annual performance reviews and provide ongoing feedback to support staff growth.

Required Qualifications

Education:  Bachelor’s degree. Experience may be substituted for education on a year-for-year basis.

Work Experience:

  • 5 years of experience in facilities or construction project management, including both staff management and budget administration.

 

Preferred Qualifications

Education:  Bachelor’s degree in engineering, architecture, construction management or architectural engineering

Work Experience:

  • Experience with 2018 IBC Codes

  • Experience with 2010 ADA Standards

  • 7 years of experience in facilities or construction project management, including both staff management and budget administration.

Compensation Statement:

The pay range listed for this position is determined by our compensation program using market data and salary benchmarking. A combination of factors is considered in making compensation decisions including, but not limited to, education, experience and training, qualifications relative to the requirements of the position, and funding. At the University of Kansas Medical Center, a reasonable estimate for the starting pay range will be the minimum to midpoint of the posted range, taking into account the combination of factors listed above.
