About the Department

This position is not designated as a safety/security sensitive position and is not subject to random drug and alcohol screening.

JOB OBJECTIVE:  To maintain new and existing horticultural and landscaping projects; to develop horticultural displays; to interpret plans and field changes for various landscape designs.

Position Duties

  1. Supervises the routine horticulture, landscaping and maintenance activities at Parks and Recreation facilities.
  2. Develops methods and procedures for installing and maintaining horticultural and landscaping projects.
  3. Plans, evaluates, and directs horticultural and landscaping activities, including the selection of plants, seeds, chemicals, horticultural displays, materials and equipment.
  4. Consults with Parks Design personnel regarding field changes and the implementation of landscape designs.
  5. Diagnoses plant physiological problems caused by insects and diseases; develops and implements treatment plan.
  6. Prepares tentative annual horticulture operating budget figures and monitors expenditures to ensure compliance.
  7. Determines annual plant needs; purchases plants, fertilizers, chemicals and other supplies for specific projects.
  8. Provides support to the Adopt-A-Park program by meeting with interested individuals and groups, coordinating volunteer horticultural and landscape improvement activities and by soliciting funding, receiving donations, depositing monies, and maintaining records of monies received.
  9. Coordinates the seasonal Parks Pioneer Program; interviews, trains, hires, and conducts orientation for all seasonal Parks Pioneer employees; acts as liaison to outside groups, departments and agencies.
  10. Serves as back up in the absence of the Parks Maintenance Manager.
  11. Confers with Division personnel and other City departments to ensure the completion of horticulture projects within established time frames and specifications.
  12. Writes specifications for supplies, services, materials and equipment; contacts potential vendors to obtain price quotes; prepares cost estimates and purchase requisitions for accepted bids.
  13. Establishes and maintains a computerized filing and record-keeping system of chemical application records; provides assistance to staff with work order maintenance information system.
  14. Trains, schedules and directs assigned personnel in planting, transplanting, chemical application and maintenance of plants and landscaping.
  15. Provides technical information and answers questions regarding horticultural and landscaping maintenance and installation.
  16. Operates a City pool automobile in the performance of essential job functions.

SUPERVISORY RESPONSIBILITIES: Parks Downtown Landscape Coordinator, Parks Landscape Worker, Supervisor I (Horticulture)

Minimum Qualifications

These knowledge, skills, and abilities are usually, although not always, acquired through completion of a Bachelor's Degree in Horticulture, Botany, or a related field; two (2) years of professional-level work experience in horticulture and landscape installation; and one (1) year of supervisory experience. Equivalent combinations of education and experience will be considered.
 
ADDITIONAL REQUIREMENTS: 
  • Must possess Arkansas State Plant Board Non-Commercial Applicator Certificate, Class 9 Ornamental Tree and Turf Pest Control,ORArkansas State Plant Board Commercial Applicator License, Category 4, Ornamental Tree and Turf Pest Control, within eighteen (18) months of employment and maintain certification/licensure for duration of employment in this position.
  • Must possess a valid Arkansas Class D (Non-Commercial) Driver's license before employment and maintain licensure for the duration of employment in this position.

  1. Recruits and maintains a volunteer pool for horticulture projects; coordinates and directs volunteer gardening group activities; provides technical assistance, supplies and materials and maintenance support services for horticulture projects.
  2. Coordinates, supervises and contracts tree maintenance, removal and selection clearing activities in City parks; provides supplies, materials and technical support for other City urban forestry projects.
  3. Inspects Parks and Recreation Department facilities to determine need for maintenance and improvements.
  4. Meets with individuals and groups for special events and work projects for the coordination and scheduling of Parks and Recreation events.
  5. Reviews invoices for items purchased and services provided and forwards to the supervisor for approval.
  6. Ensures response is made to calls for emergency repairs, maintenance and special events.
  7. Ensures aerial support for the installation and maintenance of sirens, tree maintenance, banner hanging, ball field lights, special events, holiday lighting and decoration activities.
  8. Monitors the installation and maintenance of irrigation systems to ensure proper operation.
  9. Identifies maintenance problems of undeveloped forestlands; makes recommendations for improvements in landscaping.
  10. Performs other related duties as required.
  • Knowledge of the techniques and principles involved in horticultural activities.
  • Knowledge of plant growth and characteristics, plant culture, use of insecticides, fungicides, growth stimulants, plant diseases, insects and environmental control techniques.
  • Knowledge of hard copy and computer filing and record-keeping systems.
  • Knowledge of regulations governing pesticide application.
  • Knowledge of landscape construction, horticultural practices, irrigation systems, maintenance, chemical pesticides and insect control.
  • Knowledge of urban forestry practices and techniques.
  • Knowledge of computer fundamentals, including spreadsheet and word processing software.
  • Knowledge of budget processes.
  • Skill in the use of landscaping tools and equipment.
  • Skill in the operation of a computer, utilizing spreadsheet and word processing software.
  • Skill in the operation of an automatic transmission automobile.
  • Ability to establish and maintain hard copy and computer filing and record-keeping systems.
  • Ability to detect, treat and control insect infestations and plant diseases.
  • Ability to evaluate the horticulture and landscaping program and make recommendations for improvement.
  • Ability to read and interpret blueprints.
  • Ability to assign and direct the work activities and monitor the performance of assigned personnel.
  • Ability to communicate effectively, both orally and in writing.
