About the Department
NorthPoint Health and Wellness Center is seeking a Financial Counselor Level 2 to serve as Northpoint’s primary contact for patient financial access compliance in accordance with established Financial Counseling policies. This position provides pre-visit information regarding payment requirements, alternative financing, and sliding fee programs. All communications are conducted in a manner that will result in positive patient relations and prompt reimbursement for services.

Location and hours:
This position is onsite and will be performed at the NorthPoint Health and Wellness Center at 2220 Plymouth Avenue North, Minneapolis, MN 55411. Work hours will be Monday through Friday, 8 a.m. – 5 p.m. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position, you will:
- Help evaluate and guide eligibility for medical assistance (MNsure) as a certified MNsure Navigator, following all applicable federal, state, and county laws, rules, and policies.
- Resolve and meet performance standards to maintain assigned work queues that include but are not limited to patients, guarantors, follow-up and financial assistance cases and activities.
- Complete, process, follow up and approve or deny all sliding fee applications for the organization in real time; can assist with completion and or denial resolutions, if applicable, and/or review prior accounts to update slide adjustments.
- Collect monies from patients prior/post visit, including outstanding accounts receivable, advanced down payments, nominal fees, estimate amounts from self-pay patients, and co-pays and deductibles from insured patients. Completed both in person and via the billing call center. This includes structured negotiations and payment plans.
- Rotate a work schedule assignment of financial triage, billing call center, patient facing financial counseling (including off-site locations) and dedicated work queues time.
- Meet with patients that present as self-pay or under-insured to obtain valid insurance coverage, confirm eligibility if applicable, and/or review prior accounts to update insurance coverage information.
- Educate, screen, and assist patients without valid insurance coverage with enrollment in programs including, but not limited to, Medicaid, other state-based and commercial-based assistance programs, and sliding fee.
- Work closely with the registration/scheduling team to expedite sliding fee applications that will assist in timely visits.
- Work with the departments and each Patient Care team to get appropriate forms and applications completed.
- Coordinate referrals to Medicaid applications and/or other public assistance programs.
- Respond timely, accurately, and professionally to patient and external and internal business partners, via phone, email, and mail, as appropriate.
- Help evaluate and guide eligibility for medical assistance (MNsure) as a certified MNsure Navigator, following all applicable federal, state, and county laws, rules, and policies.
- One of the following:
- Two years or more of relevant experience performing transactions, mathematics, or accounting.
- Two years or more of college coursework in business, finance, communication, or customer service.
- Completion of a two-year Human Services Certificate program.
- Associate degree or higher in Human Services.
- Completed the Human Services MNsure Certificate program.
- Associate's degree in accounting, business, healthcare administration or a related field.
- Ability to communicate fluently in Spanish, in addition to English, both verbally and in writing.
- Experience:
- With financial counseling with delinquent patient accounts for medical, mental health, and/or dental services.
- Working on an integrated team of eligibility service workers and external partners
- Working with dental billing systems and/or electronic medical records systems.
- Using various computer programs such as MAXIS, MMIS, and Electronic Case Files (ECF).
- Ability to:
- Communicate and respond to inquiries; requiring effective interpersonal skills and ability to interact with patients to explain payment policies and persuade patients to settle account balances.
- Work independently with minimal supervision within a team setting and be supportive of team members.
- Analyze issues and make judgments about appropriate steps toward solutions.
- Knowledge of government assistance programs, guidelines, and application procedures.
- Familiarity with statutes and regulations that impact collection of past-due accounts.
- Effective customer service and written and verbal communication skills.
- Demonstrated organizational skills and the ability to prioritize and manage tasks based on established criteria.
