About the Department
Job Summary:
Under direction, to lead, oversee, and participate in the activities and operations of the Fire Prevention Bureau within the Fire Department including fire prevention, inspection, plan check, performs varied professional and administrative tasks in support of the Fire Prevention Bureau and education programs; to coordinate assigned activities with other divisions, outside agencies, and the general public; and to provide highly responsible and complex staff assistance to the Fire Marshal; performs other related work as assigned.
Position Duties
Essential Functions:
- Reviews construction plans to ensure compliance with various codes, regulations, and standards related to fire prevention, detection and suppression; conducts field inspections on new construction including the inspection of installed fire protection systems; conducts state, county and city licensing inspections as needed; performs highly technical inspections of commercial and industrial buildings and places of public assembly to determine compliance with fire and life safety codes.
- Confers and advises architects, engineers, developers and the general public regarding fire code related ordinances, fire prevention, and weed abatement.
- Investigates or assists in the investigation of fires of suspicious origin; assist with case development and testify in court as an expert witness.
- Develops and presents public education programs for fire safety and prevention, company inspection and firefighter training programs, and other related programs as appropriate.
- Prepares reports on specific research projects, as well as routine records and reports.
- Conducts investigations, gathers evidence and assists in preparation of cases for criminal prosecution in cases of suspected, violation of fire prevention laws and ordinances, and maintenance of hazardous conditions.
- Participates in the preparation, monitoring and administration of the Fire Prevention budget.
- Provide staff assistance to the Fire Marshal; prepare and present staff reports and other necessary correspondence.
- Assist in regulating hazardous materials in area of jurisdiction; review hazardous material safety plans; provide technical data at hazardous materials incidents; participate in arranging for hazardous materials training for community.
- Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
- Participate in the development and implementation of a comprehensive code enforcement program; enforce fire laws, codes, and regulations; initiate notices, infraction citations, misdemeanor citations, and criminal complaint procedures.
- Lead, plan, and review the work of staff responsible for providing fire prevention, and inspection services and activities including plan checking and public education programs.
- Serve as Fire Marshal upon the request or absence of the Fire Marshal.
- Perform related duties and responsibilities as assigned.
Minimum Qualifications
Required Abilities
Communicate clearly and concisely, both orally and in writing; maintain cooperative working relationships with architects, engineers, developers, contractors, the public and other personnel from other City departments as well as other agencies; read and interpret engineering plans, blueprints, and specifications; enforce compliance with plans, specifications, ordinances, and codes; work independently; conduct research related to codes, regulations and laws and make effective recommendations; prepare and present oral and written reports.
Education and Experience Guidelines
Qualifying for consideration in the selection process will be based on the description listed above under Knowledge, Skills, and Abilities, and a combination of the education and experience requirements described below.
Education
Completion of 60 semester or 90 quarter units from an accredited college or university in fire science, public administration, business administration, or a related field. Additional experience in fire prevention and inspection may be substituted for the required coursework.
Experience
Three years of progressively responsible experience in fire prevention and inspection or building
Licenses/Certificates
• Possession of a valid Class C California Driver's License with a satisfactory driving record is required.
• Possession of CPR Certification issued by the American Red Cross or the American Heart Association.
• Possession of California State Fire Training Fire Investigation 1A, 1B and 1C certification.
• Possession of California State Fire Training Fire Investigation 1A, 1B and 1C certification is highly desirable.
• Possession of California State Fire Training Fire Investigation 1A, 1B and 1C certification is highly desirable.
• Possession of National Fire Protection Association, Certified Fire Inspector 1 certification is highly desirable.
Special Requirements
Must complete training in P.C. 832 within six months of hire date.
