Job Description
Primary responsibilities of this position include the coordination of science, engineering, program and project management, regulatory, budget and reporting activities for these programs both internally and externally.
The incumbent should have strong knowledge and experience in strategic and operational planning, water resource protection policies and state and federal regulations, as well as experience working with but not limited to the ecosystem restoration programs, state and federal water quality standards and programs, and TMDL/BMAP programs.
The position will report to the Division Director of the Ecosystem Restoration. In general, the Bureau Chief is responsible for providing fiscally-responsible direction for managing capital, financial resources and human resources and serves as decision maker for the office's day-to-day and long-term operations.
Incumbent should consistently demonstrate versatility in a dynamic environment and unstructured situations and should have a proven ability to effectively resolve a wide variety of complex technical and non-technical problems that involve ambiguity and uncertainty; resource constraints; tight schedules and budgets; operational impacts; and, policy and financial implications. Strong experience working with and establishing linkages with key stakeholders is required. Requires strong and effective communication skills and experience to effectively interact with high-level officials representing federal, state, county and municipal agencies, non-profit organizations, corporations, private individuals, Native American Tribes and interest groups.
Education/Experience Guidelines:
Bachelor's Degree in a related discipline with a graduate level degree preferred and 12+ years of experience that demonstrates measurable career progression in discipline and leadership roles that can be applied to support the Office’s Annual Work Plan and the District's strategic goals and objectives. Typically, experience includes six or more (6+) years of experience managing a major department for an organization and six or more (6+) years of experience designing and implementing programs and policies for an organization. Management experience for special projects or organization-wide initiatives strongly preferred. Prior experience attained from either internal and/or external jobs. Equivalent combination of relevant education and experience may be substituted as appropriate.
Licenses:
Valid State of Florida Driver's License is required.
Physical Requirements/Working Environment:
Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
This position has previously been assigned a significant emergency response leadership role in coordinating training, response, and recovery efforts of the staff. This position will be considered for that role in the future.
Mostly sedentary in an office environment sitting at a desk and operating a personal computer to effectively produce work. Some travel to conduct business in the field or at remote locations. Some evenings and weekends to participate in forums, events and intergovernmental activities.
