GENERAL SUMMARY

Responsible for configuring, monitoring, maintaining and supporting enterprise software for the Houston Housing Authority. The Application Support Specialist provides support to internal customers on company enterprise software. Also creates custom reports and/or programs for supervisor and system users to aid in decision making. Reports to the Director of Information Technology.

 

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Administration of user data, remote access data, and data shares.
  • Provides enterprise software support and troubleshooting.
  • Establish knowledge of enterprise software processes, functions and uses.
  • Generates, tests data, updateupgrade and debug enterprise systems.
  • Maintains and improves existing enterprise systems techniques and applications and develops new techniques and applications.
  • Documents and update enterprise system processes, use and system procedures.
  • Performs related data base management activities such as file indexing, upgrades, system purges and restores.
  • Create custom MS SQL queries and reports.
  • Prepares service and user trouble statistics for enterprise software.
  • Provides advice on strategic technology selection, standardization and controls on enterprise systems.
  • Performs standard preventive maintenance and diagnostic analysis.
  • Perform VOIP phone system support and maintenance.
  • Assist in Information Technology purchases.
  • Assist in vendor management.
  • Acts as liaison for enterprise software vendor and Houston Housing Authority users.
  • Performs other duties as assigned.

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of PHA software Yardi applications Voyager, Elevate and Rent Cafe preferred.
  • Patience and tack when working with users.
  • Knowledge of Microsoft SQL and associated utilities and tools.
  • Knowledge of Microsoft TSQL and query building a plus.
  • Knowledge of SSRS report building and implementation a plus.
  • Skilled in operating general office machines and computers.
  • Ability to establish and maintain effective working relationships with other employees, residents, owners, managers.

 

COMPLEXITY / SCOPE OF WORK

  • The employee performs a variety of related tasks that vary from simple to extremely complex, depending upon the nature of the problem or request.  The course of action is determined by the supervisor and by established procedures.
  • The employee may coordinate, integrate, and/or prioritize tasks.
  • The employee's work affects the output of the Information Technology Department and Houston Housing Authority as a whole.  
  • Successful performance of duties by the employee will enhance the ability of all Houston Housing Authority functional units to accomplish their objectives of providing public housing that is decent, safe and sanitary, efficiently and effectively.

 

GUIDELINES

  • The employee performs duties by following established HUD and Houston Housing Authority policies and procedures and guidelines.  These guidelines cover most job‑ related situations and the employee occasionally is required to use independent judgment in making decisions.  If guidelines do not cover a situation, the employee normally consults the supervisor. Guidelines are generally specific and clear.

 

SUPERVISORY CONTROLS

  • The employee receives assignments and instructions from the Director of Information Technology. Course of action, deadlines, and priorities may be established by procedure, the supervisor, or the employee, depending on the assignment.  
  • The employee initiates routine activities without supervisory direction.  
  • Problems or situations not covered by instructions are normally referred to the supervisor for resolution.  
  • The employee's work is reviewed for accuracy, completion, and compliance with policies and procedures.
  • The employee has no supervisory duties.

 

PERSONAL CONTACTS

  • Personal contacts are primarily with other employees, consultants, contractors, vendors, and computer hardware and software companies. The purpose of such contacts is to obtain and provide information on computer system requirements for data processing and hardware and software, resolve problems, provide services, interrogate and make decisions.

 

PHYSICAL DEMANDS / WORK ENVIRONMENT

  • Work is principally sedentary, but may involve some physical exertion, such as kneeling, crouching and lifting some objects, eye strain from working with computers and other office equipment.  
  • Work involves the normal risks or discomforts associated with an office environment but are usually in an area that is adequately heated, lighted and air conditioned.

 

MINIMUM QUALIFICATIONS

  • Bachelor's degree in computer science and at least two (2) years of experience, or an equivalent combination of education and experience. 
  • Experience with YARDI application software.
  • Experience or knowledge of MS SQL.
  • Bondable.
  • Valid Texas driver’s license.
  • Eligible for coverage under Houston Housing Authority fleet auto insurance.
