Position Summary
Reporting to the Pre-Contract EPC Manager, the Pre-Contracts Manager is responsible for the engagement of design and construction partners and Network Service Provider suppliers for Squadron Energy’s wind, solar and storage projects (may support one or more Project during period leading to Financial Close). Role will include the tendering and award of assigned packages for Works Packages, Consultants and Network Service Providers and be responsible to support the EPC Pre-Contracts Manager in the administration of early agreements once awarded.
Key Responsibilities
- Provide support to EPC Pre-Contract Manager and/or assigned Project Managers in developing, managing and tracking procurement strategies for various Projects as assigned.
- Engage with development and technical teams to define project requirements, specifications and key risks to support pre-contract activities.
- Identify and address contractual risks and propose appropriate risk mitigation strategies.
- Manage development of tender packages, tender bid assessments, commercial and contract departures.
- Development of contract terms and schedules (technical and commercial) and coordinate drafting and review of major contracts.
- Develop contract rights, obligations and interface matrices.
- Support EPC Pre- Contracts Manager and Project Manager in negotiations on major procurement projects with external parties.
- Ensure that effective contractual document control processes are adhered to.
- Ensure that Squadron Energy's risk allocation objectives and tolerance are considered in all procurement and contracting processes.
- Deliver pre-construction commercial support services across Squadron Energy, including managing early works contracts, consultants and advisers to ensure financial close for projects.
- Identification and evaluation of potential contractor’s capabilities, safety and quality performance, financial health and ESG metrics.
- Develop and implement contractor pre-qualification assessment and tracking processes.
- Report progress against established baselines to measure performance throughout the procurement life cycle.
- Build and strengthen key external stakeholder relationships.
- Support Economic Development teams in developing growth opportunities for regional businesses, First Nations businesses and underrepresented groups.
- Drive a safety culture, ensuring the health and wellbeing of all Squadron Energy employees.
Skills and experience
- Demonstrated experience working in Procurement or Project/Commercial Management in construction or energy / renewables sectors.
- Tertiary qualification in Law, Project Management, Engineering, Quantity Surveying, Construction Management, Contract Management or a related field.
- Strong understanding of the energy industry and familiarity with renewable energy technologies.
- Experience negotiating complex infrastructure construction contracts and finance agreements.
- Strong understanding of EPC contracts, engineering specifications, and project management concepts.
- Written and verbal communication skills.
- Capacity to manage high stress situations.
- Collaborative negotiation, communication, and interpersonal skills.
- Strong commercial acumen and judgement.
- Ability to multi-task and manage various project elements simultaneously.
- Developed analytical and planning/prioritisation skills
