About the Department

A Recipient Rights Officer, under the general direction of the Executive Director, develops and maintains policies and procedures which safeguard the rights of the recipients of the client services provided by HealthWest and agency subcontractors.  This employee monitors the recipient rights system to ensure compliance with Department of Mental Health rules and regulations; plans, develops, and presents in-service training for HealthWest employees and contract agency staff concerning the protection of recipient rights and performs other related duties as assigned.

Position Duties

1. Must possess a bachelor’s degree from an accredited college or university with a major in a Human Service field.
2. Have at least five (5) years’ relevant experience in the human services field with at least two (2) years in a supervisory role AND at least one (1) year working as a Recipient Rights Investigator within a Community Mental Health agency.
3. Possess a valid driver’s license and the ability to obtain a Michigan Driver License within 30 days of employment.
4. Must have reliable transportation that may have to be used to carry out job duties of this classification.

Preferred but not Required
1. Be licensed with the State of Michigan as a Social Worker.
2. Have at least two (2) years’ experience working within a Community Mental Health facility.
3. Bilingual candidates highly desired.
4. Lived experiences with mental illness/developmental disabilities/substance use disorders valued.
5. Individuals in Recovery and individuals with experience in Armed Services valued.

Minimum Qualifications

PHYSICAL ACTIVITIES
An employee in this class generally performs sedentary work activity requiring the occasional lifting of objects weighing up to thirty-five (35) pounds.  

ENVIRONMENTAL CONDITIONS

This employee generally works within the administrative offices of HealthWest, although considerable travel is required throughout the county by use of personal resources.  A hybrid work schedule may also be available with supervisory approval.

EVALUATION CONTENT

Applicants for County employment may be subject to a post-offer criminal background check, depending on the nature and assignment of the position. When such check is conducted, an offer of employment is contingent upon the results of the criminal background check.  Appointees must satisfactorily complete a probationary period before the appointment will be considered permanent.

PURPOSE

The purpose of this recruitment is to establish an eligible list from which to fill present and future vacancies in this classification in the County system.  For each opening, the Department Head has her/his choice of the candidates who meet the required minimum entrance qualifications.  This list remains in effect for three months unless exhausted or extended.
