About the Department

Responsible for assisting the Director of Health and Human Services (HHS) in developing, implementing, and monitoring the department’s Health Services for the Homeless (HSH) annual budget as well as multi year budgets as required by Health Resources & Services Administration (HRSA).  Work is performed under the supervision of the Director of Health and Human Services. No supervision is exercised over other employees.

Position Duties

  • Works closely with the Director of HHS; assists in the presentation of reports and maintenance of records relative to the financial activities of the department
  • Maintains financial data, program and project budgets, comparability studies and general economic developments concerning various operations of the department
  • Monitors and submits all financial reports required by HRSA, State of Massachusetts and any other grantors for the SDHHS-HSH program within designated timelines set by the awarding agency
  • Monitors SDHHS-HSH, revenue forecasts, collections and productivity based on service and services provide to patients
  • Prepares monthly revenue/expenditure reports to include monthly and year to date revenues, allocations/encumbrances and expenditures
  • Reviews repayment of funds to funding sources as it relates to the program income and reimbursements to the Department of Health and Human Services
  • Prepares, analyzes and submits proposed federal and state grant budget requests
  • Process and disburses vendor contracts and all corresponding documentation; prepares contract amendments as required; researches payments in process
  • Performs related work as required

Minimum Qualifications

  • Ability to conduct independent research.
  • Considerable knowledge of compiling, maintaining and analyzing financial data.
  • Considerable knowledge of community and economic development informational sources and data processing practices and procedures.
  • Working knowledge of developing and implementing financial systems to ensure compliance with various federal, state, and municipal mandates and regulations.
  • Working knowledge in preparing and maintaining personnel records as related to payroll and program budget.
  • Working knowledge of preparing and presenting informational reports and charts to support community and economic development positions and a comprehensive community development plan
  • Ability to apply complex organizational skills.
  • Ability to express oneself clearly and concisely, orally and in writing.
  • General computer and office skills.

Other Qualifications

  • Bachelor’s degree in business management or accounting. 
  • Two years of experience in municipal administration with accounting/finance exposure.
