The ideal candidate will bring strong abilities in data tracking, charting, and reporting—transforming metrics into actionable insights that improve operational decision-making. Experience or aptitude in statistical analysis, budgeting, and administrative support for technical departments is highly valued.
Key responsibilities will include: analyzing utility data, processes, and programs to recommend improvements; preparing clear, detailed reports, charts, and graphs for internal stakeholders; coordinating training sessions and events; serving as backup for clerical support; drafting technical specifications for fleet vehicles based on established templates; supporting contract development, contract management, and compliance reporting; collaborating effectively with other city departments and external agencies.

Position Duties
- Analyze and evaluate existing and proposed administrative policies, practices, procedures, and techniques; perform analytical work involved in support of department administration, organization, projects, programs, and operations.
- Research, evaluate, and prepare statistical, financial, and other data for reports, studies, surveys, and analyses.
- Investigate, analyze, develop, and prepare special studies or projects. Assist in the analysis and resolution of information system problems and needs. Recommend improvements and modifications.
- Coordinate assigned work with related activities by other City departments, governmental agencies, and public or private organizations. Maintain effective working relationships.
- Prepare and/or assist in preparing reports related to programs, projects, or facilities for City Council, Commissions, Committees, Boards, or other meetings. Prepare and/or oversee the preparation of presentation materials.
- Develops grant proposals. Research and prepare and/or assist in preparing and processing grant applications. Review, monitor, and evaluate existing programs for eligibility and compliance with grant regulations. Prepare, submit, and follow up on periodic and final grant billings. Work with other agencies on joint grant applications. Prepare detailed reports regarding grant applications.
- Research and analyze legislation affecting City or departmental policies, procedures, and operations. Prepare reports and make recommendations. Ensure compliance of departmental functions with pertinent laws, federal, State, and local regulations, and ordinances.
- Assist in budget preparation, analysis, and administration. Monitor expenditures and approve invoices and purchases.
- Prepare and/or assist in the administration, enforcement, preparation, evaluation, and monitoring of contracts, agreements, leases, requests for proposals, quotations for services, requests for qualifications, memorandums of understanding, etc. Prepare reports and recommendations as required.
Minimum Qualifications
- Knowledge of principles and practices of public or business administration
- Knowledge of the structure and operations of public organizations
- Knowledge of principles and practices of financial record keeping and reporting
- Knowledge of principles and practices of budget preparation and administration
- Knowledge of research techniques and statistical analysis
- Ability to interact effectively with the public and employees
- Ability to demonstrate good oral and written communication skills
- Ability to proficiently utilize computers and software as spreadsheets, word-processing, presentations, etc.
- Ability to communicate effectively with representatives of other organizations
- Ability to create high-quality, accurate work products on complex issues
Education, Experience, and Special Requirements:
Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying.
- Typical education would include a Bachelor’s degree or equivalent. Three years of relevant experience may be substituted for the Bachelor’s degree.
- Typical experience would include two years of relevant analytical work with an electric utility.
- Possession of a valid California Driver's license or the ability to acquire one within ten days of appointment.
