The Prince George’s County Department of Permitting, Inspections, & Enforcement is currently seeking qualified applicants to fill an Investigator III (Investigator 3G) grade G24 position in the Rent Stabilization Unit Division. 



About the Position

The Rent Stabilization Program is a new program within the Prince George’s County Department of Permitting, Inspections and Enforcement (DPIE).    DPIE is responsible for the administration and enforcement of the County’s recently enacted Permanent Rent Stabilization and Tenant Protection Act of 2024 (the “PRSA”).  The PRSA limits annual rent increases for regulated rental units and properties, while including provisions that allow for exemptions from rent increase limits for certain units, to fund capital improvements or to achieve fair financial returns for property owners.  The Rent Stabilization Program has operational oversight for the full scope of activities associated with the enforcement and administration of the rent stabilization law and regulations as well as management of stakeholder interactions. 

DPIE is seeking a PRSA Investigator reporting to the Quality Assurance/ Quality Control Manager to coordinate and implement a wide range of PRSA activities related to reporting requirements, reviewing and processing applications, petitions, complaints, internal and external audits, and general inquiries from property owners, landlords, tenants and other interested parties. This position requires the ability to collect and review PRSA applications, rental documents, financial documents, including acquisition, transactional and, construction documents, covenants, to effectively evaluate and determine compliance with PRSA, submit investigative and performance reports, and update DPIE databases, websites and the PRSA on-line portal.

About The Agency

The Department of Permitting, Inspections and Enforcement (DPIE) is responsible for coordinating and enforcing standards that control what goes on before, during, and after construction. Staff from nine agencies, who work cooperatively on permit processing, business licensing, plan review, inspection and enforcement comprise Department of Permitting, Inspections, and Enforcement. The Mission of the Department of Permitting, Inspections, and Enforcement is to promote economic development in Prince George's County and protect the safety of County residents, businesses, and visitors through efficient permitting, inspection and licensing services to ensure compliance with established building, zoning and property standards codes.

Position Duties


The PRSA Investigator reviews and analyzes financial documents, contracts, leases, and other documents to ensure compliance and to determine appropriate action in accordance with the PRSA law, regulations and policies.

Duties include, but are not limited to: 

  • Respond to inquiries from or on behalf of tenants, property owners and landlords regarding compliance with PRSA.
  • Process approvals and denials for substantial renovation exemptions, fair returns, and capital improvement petitions.
  • Review and analyze Rent Banking calculations prepared by property owners.
  • Ensure the submission of required PRSA Annual Reports required from property owners and landlords.
  • Thoroughly review and analyze documents such as leases, contracts, reports, transactional documents, deeds, covenants, financial documents, and other documents as required.
  • Collect, evaluate, and prepare reports related to PRSA activities and compliance.
  • Provide information regarding PRSA to Executive Staff, Senior Staff, the Office of the County Executive, Prince George’s County Council, general public, renters, owners or landlords.
  • Participate in defining business requirements for PRSA databases, portals, and website.
  • Collaborate with DPIE staff, the County Office of Law and other County staff and representatives as necessary for program implementation.

Minimum Qualifications


  • Bachelor's Degree in programs involving investigative and social relations skills such as criminology, law enforcement, business or public administration, one of the social sciences or related fields
  • Experience and training which has provided the required knowledges, skills and abilities to perform at the Investigator III level
An equivalent combination of education and experience which provides the required knowledges, skills and abilities may also be accepted

Preferred Qualifications:
  • Management experience in a context involving compliance and enforcing with local, state, or federal laws and regulations
  • Familiarity with local, state, or federal housing regulatory, compliance and policy development
  • Experience with rent stabilization and landlord-tenant affairs laws, regulations, and policies
  • Experience in collaborating with various housing programs such as rental assistance, affordable housing compliance, licensing, asset management, and code enforcement
  • Experience working with government agencies or public sector organizations
  • Demonstrate the ability write case notes in a comprehensive and objective manner
  • Prepare reports and memorandums with technical and grammatical accuracy, detail findings and conclusions based on analysis and evidence, provide recommendations that is clear, concise and evidence-based recommendations
  • Demonstrate the ability to conduct in-depth investigations, gathering and analyzing evidence, interviewing witnesses, preparing detailed reports, and supporting legal teams in trial preparation
  • Demonstrate the ability to conduct thorough investigations and collaborating with legal teams
  • Demonstrate a strong understanding of legal procedures, evidence collection, relevant housing laws and regulations is necessary
  • Demonstrate the ability to read financial and real estate transactional documents
