About the Department

Serves as primary project development and grants officer for the North Slope Borough. Establishes and maintains strategic visibility and positioning with existing and potential external funding agencies. Leads and guides the development, implementation, evaluation, and refinement of proposed projects. Provide leadership to the North Slope Borough in the areas of project planning and development, and strategic grants management. Manage the staff, functions and activities for the Grants Division of the North Slope Borough Department of Administration & Finance.

Position Duties

Directs the daily activities of the Grants Division staff through appropriate delegation, technical skills training, and work supervision; meets regularly with staff to discuss and resolve workload and technical issues; recommends changes as necessary.

Confers with Borough management, department officials, public officials and other professionals to define and develop strategies to achieve program objectives.

Analyzes trends and issues; interprets concerns, defines desired results, and creates solutions; resolves concerns and problems of departments; recommends direction of new Borough strategies.

Clarifies and reconciles program issues; coordinates information and assures effective communications between departments.

Recruits, evaluates and supervises staff; coordinates staff development programs; monitors operations to identify and resolve problems.

Monitors grant programs for compliance to regulations and Borough strategies.

Collects, compiles and analyzes data and information; develops recommendations; and prepares and presents reports to executive management team.

Monitors all grant document preparation for accuracy and completeness; assures compliance with Federal, State, tribal and local policies and requirements.

Establishes and maintains grant fiscal policies, accounting, and financial control procedures.

Interprets grant programs, policies, and records for administrative officers, client agencies and staff.

Evaluates grant fund financial transactions for compliance with the grants program regulations and North Slope Borough ordinances.

Maintains cooperative working relations with the villages, departments, and outside agencies; serves as liaison between various organizations and agencies; serves on committees, task forces and other groups to coordinate and standardize financial procedures.

Perform other duties as assigned.

Minimum Qualifications

Knowledge of Borough policies and procedures.

Knowledge of project and grant management principles and techniques.

Knowledge of the principles of grant fund record keeping and records management.

Knowledge of principles and practices of government accounting and mathematical computations.

Skill in preparing complex special reports, and effectively presenting organizational, demographic and statistical information to public and professional audiences.

Skill in responding to inquiries from management, citizens and regulatory agencies.

Skill in data collection and analysis, and mathematical and statistical computations.

Skill in supervision, coordinating staff, and delegating tasks and authority.

Skill in reading, interpreting, understanding and applying grant fund accounting standards and procedures, applicable Federal rules and regulations, and Borough policies and procedures.

Other Qualifications

Associates Degree in Public, Business Administration or related field, or equivalent credits;

Five years supervisory experience.

Four years grant program management experience; OR a combined six years of education and grant program management experience.
