About The Position

The City of Santa Rosa is seeking to fill one Trucked Waste Coordinator vacancy. This is a single level classification in the Environmental Compliance Section EPA Pretreatment Program responsible for planning, organizing, directing, and coordinating all aspects of the trucked waste program with accountability and ongoing decision-making responsibilities associated with the following: changes in regulatory landscape; inspects sites of origin and monitors discharges into the Regional wastewater treatment system by truck haulers; permits and enforces the City of Santa Rosa’s waste hauler discharge permit standards; coordinates assigned programs and activities with other City departments and local agencies; represents the City to various stakeholders; and performs related duties as assigned.


The Ideal Candidate

 
 The Ideal candidate will possess:

  • The skills to evaluate and implement new regulations and technical information to anticipate the impacts on the Publicly Owned Treatment Works (POTW) and the discharging businesses including experience with permit writing and integrating new programs or projects to comply with new regulations or ancillary projects related to a POTW. 
  • Familiarity with wastewater treatment plant fundamentals whereby one is able to anticipate the impacts of trucked waste types on the POTW and experience with EPA Pretreatment Permitting.
  • An aptitude for being detail oriented, self-motivated, exercising good judgement in the moment, and is thorough in regard to follow through in all tasks.
  • Experience delivering effective presentations, performing complex monitoring projects with minimum supervision, and an ability to track and reconcile load types and delivery counts in an invoicing process.
  • The ability to enforce noncompliance from administering verbal warning to creating Notice of Violations and administrative orders  
  • A proven track record of establishing and maintaining effective working relationships with public and private stakeholders.
  • The ability to be proactive in conflict resolution, communicate clearly and concisely, orally and in writing; and demonstrate characteristics of a team player, leader, and mentor to co-workers. 
  • Ability to understand rate/fee development for materials received and insurance requirements.
  • Stays current with regulatory information and understands the trucked waste component of the EPA Pretreatment Program, hazardous material/waste, California Inedible Kitchen Grease Program, Sonoma County Department of Health and Industrial General Permit storm water program. 
  • Either a California Water Environment Association Environmental Compliance Inspector II certificate or work experience equivalent to four (4) years working in pretreatment inspection or two (2) years in a trucked waste program.

Position Duties

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

  • Provides technical and functional direction to assigned staff; reviews and controls quality of work; inspects and evaluates work in progress and upon completion to ensure that inspections, monitoring, and enforcement activities are performed in accordance with City standards and specifications.
  • Assists with the planning and implementation for the Trucked Waste program required by the City’s NPDES permit and various environmental permits; reviews, evaluates, and advises on permit requirements; prepares and issues Waste Hauler Discharge Permits. 
  • Assigns and reviews the work of assigned lower-level staff; provides technical and functional direction to lower-level staff in work and safety procedures.
  • Monitors quality of work and identifies opportunities for improving service delivery methods and procedures; provides recommendations concerning process changes to the supervisor; and implements changes and improvements after approval.
  • Inspects work in progress and completed work of assigned employees and contractors for accuracy, proper and safe work methods and techniques, and compliance with applicable standards, regulations, and specifications.
  • Serves as a liaison for and coordinates assigned functions with customers, other City departments and divisions, and outside agencies. 
  • Evaluates commercial businesses workflows and wastewater discharges to determine nonresidential Waste Hauler discharger classifications and permit requirements.
  • Administers the Waste Hauler Insurance program to ensure haulers maintain current insurance requirements of the City; ensure all haulers are/have updated insurance and necessary certifications.
  • Inspects commercial facilities permitted by the program and conducts a variety of chemical and biological field tests to determine compliance with local, state and federal standards, permits, ordinances, regulations and laws.
  • Enforces permit requirements using Corrective Action Notices, Notices of Violation, and Administrative Orders; maintains and updates the enforcement action plan.
  • Interprets and implements Title 15 of the Santa Rosa City Code (Sewers) and the sewer codes of the Subregional system partners.
  • Conducts investigations to provide support for legal action in response to Waste Hauler permit, City Code, and state regulatory non-compliance.
  • Determines compliance, appropriate response, and mitigation and abatement strategies for non-compliant waste haulers; prepares compliance letters to trucked waste hauler dischargers.
  • Creates and facilitates waste hauler wastewater characteristic sampling program; maintains and updated the sampling program. 
  • Coordinates with operations and maintenance staff to identify safety or compliance deficiencies caused by waste haulers, as required; conducts regular communication with plant staff, waste haulers, and others related to program needs. 
  • Prepares the annual Waste Hauler report balancing program revenues and costs and documenting wastewater characteristics for each permitted trucked waste category
  • Researches, recommends and implements solutions to more effectively accomplish program goals or improve efficiency
  • Reviews monthly waste hauler billing, resolves billing discrepancies, and follows-up to collect outstanding payments
  • Coordinates sampling of, and as necessary sample, the High Strength Waste Oder Scrubber.
  • Works on pollution prevention and pretreatment constituents of emerging concern as they apply to the trucked waste sources.
  • Prepares a?variety of?technical reports,?letters, memoranda, correspondence,?and other written materials; composes and presents correspondence and reports related to assigned area of responsibility.
  • Attends, represents the department, and participates in public meetings, regulatory agency, and various committee and professional group meetings. 
  • Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
  • Maintains waste hauler inspection and sampling records and keep documents current.
  • Ensures staff compliance with all City and mandated safety rules, regulations, and protocols.
  • Performs related duties as required. 

Minimum Qualifications

MINIMUM QUALIFICATIONS
Knowledge of:

  • Principles of providing functional direction and training.
  • Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.
  • Principles, practices, and terminology of commercial wastewater source control and industrial facility and process inspections. 
  • Practices, equipment, and procedures related to wastewater and/or hazardous materials sampling, sample handling, and standard chemical and biological tests. 
  • Basic principles of chemical, biological, and related sciences. 
  • Environmental regulations, permits, and reporting requirements related to Trucked Waste Hauler programs.
  • Principles of the operation and maintenance of wastewater treatment facilities.
  • Techniques for effectively representing the department in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
  • Recent and on-going developments, current literature, and sources of information related to assigned programs.

  • Principles and procedures of record keeping, report writing, and preparation of correspondence.
  • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned areas of responsibility.
  • City and mandated safety rules, regulations, and protocols.   
  • Techniques for providing a high level of customer service, by effectively dealing with the public, vendors, contractors, and City staff. 
  • The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.   A typical way to obtain the required qualifications would be:
  • Equivalent to a bachelor’s degree from an accredited college or university with major coursework in environmental studies, environmental sciences, physical or biological sciences, chemistry, or a related field; and 
  • Four (4) years of increasingly responsible experience performing environmental compliance inspections, permitting, monitoring, and environmental compliance program management in the wastewater industry or a similar regulatory environment.

Other Qualifications

PHYSICAL DEMANDS
When assigned to an office environment, must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone; ability to stand and walk between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. 
When assigned to field inspection, must possess mobility to work in changing site conditions; possess the strength, stamina, and mobility to perform light to medium physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; to reach, twist, turn, kneel, and bend; and to operate a motor vehicle and visit various sites; vision to inspect site conditions. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards, with exposure to hazardous materials in some site locations. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds, with the use of proper equipment and/or assistance from other staff.

ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees also work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
