About the Department
ABOUT THE ECONOMIC DEVELOPMENT DEPARTMENT:
Rancho Cucamonga's Economic Development Department is expanding. The City’s Parking Enforcement and Business License functions are now being integrated into the Department. As a result, the City is seeking a supervisor to manage both Parking Enforcement and Business License operations, while also playing a key role in shaping its future.
The Economic Development Department serves as a liaison between the City and the business community. It is responsible for encouraging business investment opportunities, as well as supporting activities related to business retention, expansion, and attraction in Rancho Cucamonga. The team is dedicated to driving the local economy, enhancing the economic vibrancy and sustainability of our City, and improving the quality of life for our residents and businesses.
Position Duties
You’ll be responsible for:
- Selecting, training, assigning work, supervising and evaluating the work of Parking Enforcement and Business License staff.
- Helping to manage the implementation and administration of the City’s Parking Authority.
- Managing the City’s parking operations including street parking, city owned parking structures, parking meters, customer service, revenue collections, auditing and more.
- Coordinating with software vendors of ensure proper administration and reporting of online parking and business licensing operations.
- Conducting business license issuance and collections activities.
- Planning, organizing, and developing business licensing and parking policies and procedures and workflow processes for the handling of cases.
- The development of business operations, contract management, making presentations and preparing reports to track the performance of parking and business license operations.
- Assisting in the development of business licensing and parking goals and objectives; developing, implementing, and monitoring operating budgets and overseeing necessary preventative maintenance for equipment and capital assets.
- Collecting, compiling, analyzing and interpreting data relating to parking facility planning, operations and parking demand, and business licensing operations; preparing permits, contracts and bid specifications; administering and interpreting contractual agreements on behalf of the City including service contracts and permit programs, and to ensure conformance with written provisions.
- Leading and participating in field enforcement, investigating and resolving complaints, maintaining records relating to parking and business license accounts; maintaining parking and business license software systems and ensures compliance with changes in Federal and state regulations.
- Participating in interdepartmental and interagency task forces on issues relating to business license and parking regulations and as well as on educating the community. Coordinating database exchange with the Franchise Tax Board and State Board Equalization Programs to help identify unlicensed businesses.
- Developing relationships with our business community and other partners.
- Participating in the development of goals and workplans for the department.
- Gathering and maintaining data and statistics on department operations and making recommendations for improvement.

Minimum Qualifications
Education and/or Experience:
Graduation from an accredited college with a Bachelor’s degree in Public Administration, Business Administration or a related field and three years of experience in municipal parking enforcement, business licensing operations, or any combination of training and experience that provides the desired knowledge and abilities. Supplemental course work in sociology, behavioral science, or a related field is preferred.
Knowledge, Skills, and Abilities:
Knowledge of applicable Federal, State, and local laws, and the various processes associated with the administration of the City business license and parking ordinances, methods for locating businesses/individuals which attempt to avoid payment of fees and collections techniques. Ability to supervise others involved in parking operations and business licensing activity; deal effectively with business owners and operators, other licensing agencies and regulatory bodies; analyze and prepare reports; maintain accurate record keeping systems; establish and maintain cooperative relationships.
Special Requirements:
Possession of a valid Class C California driver's license, acceptable driving records, and the ability to maintain insurability under the City's Vehicle Insurance Policy.
