About the Department

We’re looking for a strategic and hands-on Enterprise Systems Development Manager to lead the development and support of internally created and supported application software. In this role, you'll oversee the end-to-end development and integration of secure, scalable, and high-performing systems that power services across the agency. You’ll manage a team of talented software engineers, prioritize development initiatives, and ensure solutions align with industry standards and best practices. Success in this role requires strong collaboration with IT and business partners, effective resource management, and a commitment to delivering reliable technology solutions that protect and advance the agency’s mission.

This role requires being onsite a minimum of three (3) days per week at 4012 SE 17th Ave, Portland OR. 

Reliable in-person attendance is an essential function of all positions. TriMet is an in-person first organization, with a strong emphasis on in-person collaboration, customer service, and safe and efficient operations. Some positions may be able to work up to two days remotely depending on department policy, business needs, and manager discretion.

Position Duties

  1. Supervises, plans and coordinates all activities related to the design, development, implementation and maintenance of information systems and software applications. Ensure support for around-the-clock technological services.
  2. Prioritize the development and enhancement requests for all internally developed or supported applications. Champions the enhancement of systems to increase automation and improve visibility into system performance and usage.
  3. Partner with information technology staff and system owners in the development of new applications features to ensure products meet modern business requirements. Recommends changes to existing products or services to better aide the end user.
  4. Oversees Software Engineering team responsible for custom enterprise solutions and low code departmental solutions. Manages, plans, directs, coordinates and reviews the work of assigned staff, including hiring, performance management, coaching and training.
  5. Oversees the end-to-end integration of software components to support the effective and efficient delivery of services across the agency.
  6. Ensure new software integrations into company systems meet functional requirements, system compliance, and interface specifications. Ensures the adoption of industry best practices in all aspects of software and solution development.
  7. Monitor project status and resource allocation regularly to ensure deliverables are consistent with customer expectations.
  8. Partner with other IT managers and staff in the development and implementation of disaster recovery and business continuity plans, processes and support systems; participates in the development and implementation of agency-wide information technology policies and service-level standards.

Minimum Qualifications

A minimum of a bachelor's degree is required, with a bachelor's degree in computer science or computer information systems being preferred.

Six (6) years of total credited experience.*

Six (6) years of application development experience with experience in a modern programming language (Python, Java, Javascript, etc.) are required.

Six (6) years of experience in application or database architecture are preferred.

Two (2) years lead or project management or staff management


Or any equivalent combination of experience and training.*

The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".

Salary Range

Minimum: $141,996.00

Maximum: $212,993.00

Salary offers will be determined by a candidate’s education, training and relevant experience. Any final offer of employment will fall within the range stated above.  For transparency, we choose to list the full available grade range, however, TriMet’s salary administration process will ultimately determine the final salary offered.
